Overview

Provide technical guidance to beneficiaries on environmental procedures for land acquisition and support the Ministry of Environment with field operations and documentation for land adjudication processes.


Key Responsibilities
  • Orient beneficiaries on Ministry of Environment requirements for favorable concept.
  • Assist beneficiaries in completing the Land Use and Management Plan.
  • Support in obtaining signatures for Ministry of Environment documents.
  • Ensure compliance with Ministry of Environment norms and procedures.
  • Coordinate with Ministry of Environment technical staff for validation of adjacent properties and environmental norms.
  • Coordinate field inspections with Ministry of Environment technical staff.
  • Support Ministry of Environment in preparing inspection reports, resolutions, and other legal documents.
  • Prepare technical documentation and ensure quality control of files.
  • Maintain an updated registry of files issued favorable concepts and payments.
  • Support notification and dissemination of cadastral and titling activities.
  • Assist beneficiaries in completing the social function form.
  • Coordinate verification of water sources and intakes with technical teams and communities.
  • Participate in public exhibitions and title delivery events.
  • Safeguard assigned vehicles, surveying, communication, and computing equipment.
  • Participate in training on internal procedures and support capacity development activities.
  • Contribute to knowledge networks and communities of practice.
  • Maintain organized records of project data, field activities, case studies, and other relevant documents.
Required Experience
  • Minimum five (5) years of proven experience (with complete secondary education) or two (2) years of experience (with a completed Bachelor's or Engineering degree) in executing technical activities related to environmental management, natural resource conservation, and/or sustainable land management.
  • Basic experience with environmental and land regulations in Panama applicable to cadastral and titling processes.
  • Experience in field work and technical inspections, including environmental information gathering, identification of natural elements, and on-site verification.
  • Experience in organizing, registering data, and managing files.
  • Experience in inter-institutional coordination, especially with technical teams from cadastre, GIS, topography, and environmental authorities.
  • Experience in managing computational applications: Microsoft 365 (Word, Excel, PowerPoint, Teams, One Drive, Zoom, SharePoint, among others).
Qualifications
  • Complete secondary education is required.
  • University studies (complete Bachelor's or Engineering degree) in Environment, Natural Resources, Forestry, Biology, Agronomy, or related areas are highly valued, but not a requirement.

Work Modality
The work will be carried out at the project's headquarters in Capira, Panama Oeste, on the Pan-American Highway, and primarily in the Indio River Hydrographic Basin, as well as other sub-basins of the Panama Canal Hydrographic Basin. Activities may also take place at partner institutions and intervention areas, including difficult-to-access zones. Extended hours, weekends, and holidays may be required, along with temporary stays in intervention areas.
