Overview

The National Consultant for Tonga will coordinate project inception meetings, provide support for data collection and analysis on resilient rural-urban mobility plans, and assist in developing a local resilient and inclusive peri-urban mobility plan enabled by digital technologies.


Key Responsibilities
  • Coordinate the project inception meeting and fact-finding mission in Nukuʻalofa.
  • Provide support to the Regional Consultant to establish the Technical Advisory Group.
  • Collect data and assist with analysis on local context for the Assessment Report of resilient rural-urban and active mobility plans.
  • Collect data and assist with analysis to support the Just Transition analysis and labour force implications of digital transformation.
  • Support a national stakeholder consultation and capacity building workshop.
  • Initiate the development of a local resilient and inclusive peri-urban mobility plan.
Required Experience
  • at least 5 years of experience working on development projects, particularly with a focus on sustainability, transportation, or related fields such as energy, climate finance, or environmental management.
  • demonstrated ability in data collection, and development of technical reports or studies related to transportation, energy, or environmental projects.
  • demonstrated ability in the preparation and development of national and regional-level meetings, workshops and study tours.
  • experience working with national and local government stakeholders, particularly in the context of developing regulatory frameworks or policy recommendations.
  • demonstrated ability to work collaboratively in multi-country teams.
Qualifications

University degree in transportation management or transportation engineering, urban planning, environmental science, public policy, or a related discipline.
