Overview
The Principal Operations Specialist will oversee portfolio management, lead project reviews, and strengthen implementation performance for the Pacific Department. The role also supports engagement with regional institutions and the design of regional initiatives.
Key Responsibilities
- Lead portfolio management activities, including trend analysis, target setting, and systemic issues analysis.
- Prepare inputs, briefings, and reports for corporate meetings.
- Coordinate with country teams on portfolio management and project design.
- Guide on operational matters such as procurement, contract administration, and safeguards.
- Conduct critical review and quality assurance of operations documentation.
- Participate in and lead training events.
- Support PARD Management in stakeholder engagement events.
- Contribute to and lead engagement with Pacific regional institutions.
- Support coordination of ADB participation in regional meetings.
- Support analytical work related to regional cooperation and integration.
- Help integrate RCI priorities into operations.
- Contribute to the development, processing, and implementation of regional projects.
- Supervise and mentor reporting staff.
Required Experience
- At least 12 years work experience in project development and implementation.
- 10 years of experience working with development organizations in several countries in project, program, and TA preparation, processing, administration and closure.
- Experience in Pacific DMCs is preferred.
- Proven skills in procurement, contract management, risk management, and high-stake coordination are preferred.
- Extensive experience working with senior government officials and development partners.
Qualifications
• Master's degree, or equivalent, in economics, engineering, business administration, or a related field; or a university degree and at least 5 years specialized experience relevant to the position.
