Overview

The Chief of Section, Engineering is responsible for providing expert technical advice on engineering activities, developing plans for facilities and infrastructure, and managing engineering budgets and staff.


Key Responsibilities
  • Develop guidance and procedures for Engineering support.
  • Prepare communication management plans for engineering information.
  • Liaise with officials to ensure adequate exchange of information for engineering support.
  • Respond to audit observations and interface with auditors.
  • Establish work requirements and priorities.
  • Plan, develop, and implement construction projects.
  • Develop short and long-range plans for design, procurement, construction, and maintenance of facilities and infrastructure.
  • Develop annual engineering budgets and work schedules.
  • Monitor costs and schedule performance.
  • Prepare the mission’s engineering staffing management plan.
  • Provide expert technical advice on technical documents, policies, procedures, and guidelines.
  • Monitor progress and report on key activities.
  • Support site selection/assessment and asset disposal processes.
Required Experience

A minimum of 10 years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering-related construction/commissioning projects, and managing routine and non-routine maintenance and repairs is required. Seven years of supervisory experience at the international level in project management and contract management for large design/construction projects and facilities maintenance programs is required. The experience in designing physical security upgrading facilities, including physical blast and bullet protection structure is required. Experience in developing capital masters plans in highly hostile field missions is required. Experience in managing outsourced engineering contractors is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in Architecture, Construction management, Civil Engineering, Electrical Engineering, Mechanical Engineering, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
