Overview

The Chief of Section, Human Resources Management, P5 is responsible for integrated and regulatory-compliant human resources management within the mission. The incumbent serves as the Mission Human Resources Adviser to the senior leadership team and hiring managers on human resources planning and management, policy implementation and monitoring.


Key Responsibilities
  • Participates in mission planning and determines staffing requirements.
  • Advises Senior Management Team on capacity gaps and workforce planning.
  • Develops staffing strategies and recruitment plans.
  • Conducts workforce assessments and identifies gaps.
  • Advises on organizational change initiatives.
  • Leads review of mission structures for adjustments.
  • Participates in budget development and advises on HR requirements.
  • Coordinates with DOS on budget review and post classification.
  • Oversees staffing expenditures and integrity of the staffing table.
  • Supervises Post Management functions.
  • Ensures selection and appointment of competent candidates.
  • Facilitates mission participation in expert panels.
  • Manages recruitment and selection processes transparently.
  • Acts as functional advisor on HR policies and practices.
  • Supervises knowledge building on staff rules and regulations.
  • Provides direction and advice on policy interpretation.
  • Evaluates effectiveness of HR guidelines and recommends revisions.
  • Monitors and evaluates implementation of delegated authorities.
  • Represents Senior Management on staff-management advisory bodies.
  • Serves as primary interface for cross-cutting HR issues.
  • Ensures compliance with UN staff performance management system.
  • Coordinates training on performance management.
  • Ensures full compliance of ePerformance.
  • Counsels staff and managers on underperformance.
  • Advises on training opportunities and career development paths.
  • Provides information on global vacancies.
  • Coordinates with FPD for headquarters initiatives.
  • Assesses skill, expertise, and knowledge of HR staff.
  • Designs training programmes for HR staff.
  • Addresses and mitigates staff grievances.
  • Develops preventive activities for HR management.
  • Coordinates mission responses to Administration of Justice system.
  • Develops dialogue between management and staff unions.
  • Meets with staff representatives to address issues.
  • Organizes meetings for staff on HR issues.
  • Coordinates with UN Country Team on national staff surveys.
  • Develops and implements a communication strategy.
  • Works on mission's response to natural disasters/incidents.
Required Experience
  • A minimum of ten years of progressively responsible experience in human resources management, administration or a related area is required.
  • Practical experience with the planning and delivery of human resources services in complex environments is required.
  • Experience in managing staffing, administration, and talent acquisition using enterprise resource platforms is required.
  • Experience in managing complex restructuring processes, including rightsizing of workforce is desirable.
  • Hands on experience with UN Human Resources/Administrative procedures and knowledge of UN Information Management are desirable.
Qualifications
  • An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree is required.
