Overview

Consultant Programme Policy (Climate Solutions and Resilience) to support governments in accessing climate finance, designing climate adaptation projects, and overseeing early warning systems and anticipatory actions.


Key Responsibilities
  • Conduct assessments, design projects, draft concept notes and funding proposals.
  • Participate in stakeholder and community consultations.
  • Oversee drafting of proposal annexes and provide responses to donor comments.
  • Support coordination of project inception and implementation.
  • Build capacity of National Meteorological Services for drought early warnings.
  • Liaise with partners to scale up drought anticipatory actions.
  • Support update of Forecast Map Room for early warning systems.
  • Coordinate with other drought risk management and FbF projects.
  • Provide a roadmap for integration of FbF into national frameworks.
  • Conduct workshops and training for early warning triggers and anticipatory actions.
  • Support update or development of SOPs for Forecast-based Financing.
  • Monitor early-warning trigger thresholds and support pre-shock actions.
  • Report writing, communications, advocacy, and knowledge sharing.
  • Coordinate with RAM teams for project implementation and monitoring.
  • Ensure connection between Anticipatory Action and existing Programme activities.
Required Experience
  • At least three years of related experience in food security, climate change adaptation, disaster risk reduction or related areas.
  • Experience in humanitarian aid and/or development project design or implementation.
  • Proven experience and ability to draft or implement projects for the Green Climate Fund, Adaptation Fund, and/or the Global Environment Facility.
  • Experience focusing on disaster risk reduction activities, early warning systems, seasonal and crop forecasting models.
  • Experience in WFP climate-related programmes is an added advantage.
  • Field experience will be regarded as an asset.
  • Familiarity with WFP and the UN system will be regarded as an asset.
Qualifications

Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: climate change adaptation, environmental studies, agriculture and food security, development studies, economics, engineering, or related area.
