Overview
The MEAL Manager will work closely with program teams to strengthen monitoring, evaluation, learning, and accountability systems, ensuring compliance with Core Humanitarian Standards and feeding into strategic decisions based on evidence.
Key Responsibilities
- Develop and strengthen MEAL team/department including recruitment, capacity building, and performance management.
- Ensure adherence to DRC MEAL guidance and complete annual compliance checks.
- Liaise with HQ and regional MEAL focal points for global standards compliance.
- Create a MEAL strategy aligned with country needs and best practices.
- Ensure MEAL resources are appropriately budgeted in proposals.
- Establish and maintain data protection, storage, sharing, and security protocols.
- Engage in project development to assist in creating strong indicators and logical frameworks.
- Support the creation of project, programme, and country-based logframes and M&E plans.
- Coordinate with field staff to develop or standardize data collection tools and methods.
- Support programme and grants teams in grants management tools for tracking achievements.
- Provide technical support and training to MEAL staff on data collection, analysis, and report writing.
- Guide the regular sharing of M&E findings with project staff and implementing partners.
- Train and support field staff on data management and quality assurance.
- Review and finalize data collection tools.
- Collate project indicators and support Technical Coordinators.
- Participate in project meetings to present achievements and highlight cross-project components.
- Coordinate the design and implementation of accountability systems.
- Guide the compilation, analysis, and sharing of feedback and complaint trends.
- Build staff capacity in planning and implementing accountability systems.
- Strengthen the Community Feedback Mechanism and set up new systems.
- Identify, plan, and implement community engagement and feedback mechanisms.
- Act as organisational focal point on Core Humanitarian Standards.
- Liaise with regional colleagues on accountability, compliance, and risk management.
- Support the design and implementation of needs assessments and conflict analyses.
- Lead and contribute to analysis, evaluation, and research for evidence generation.
- Act as a donor focal point for MEAL components of projects.
- Lead on internal evaluations and supervise external evaluations.
- Present key M&E findings to Country Office and Area Offices teams.
- Support integrated programming using MEAL findings.
- Provide capacity building to MEAL and non-MEAL staff in project planning, monitoring, evaluation, accountability, and research techniques.
- Support the utilization of results for better planning and decision making.
- Perform other duties as directed by the Head of Programmes.
Required Experience
- Minimum of 7 years of work experience within the field of monitoring and evaluation, of which 4 were in a similar management role.
- Experience working with International NGOs, UN agencies, preferably in migrants/refugee settings in complex emergencies.
- Experience working in the monitoring and evaluation of WASH, shelter, CRI/NFI, Cash/ livelihoods and protection sectors in an emergency context.
- Experience in developing/ guiding information management systems for large humanitarian programs.
- Experience in managing multi-sector programs.
- Experience in managing multiple projects at the same time.
- Experience in participatory assessment and community-based monitoring approaches.
- Clear understanding of Core Humanitarian Standards (CHS).
- Experience training national staff in the area of MEAL, and in convening and facilitating trainings and workshops.
- Excellent analytical and report writing skills (English).
- Knowledge of KOBO, Excel, and at least one analytical software (SPSS/STATA/R/SAS).
- Knowledge of qualitative research and analytical methods.
- Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.
- Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team condition.
Qualifications
- A Bachelor’s degree in relevant field (international development, social sciences, statistics, etc.) + at least 7 years of relevant experience
- A Master’s degree in relevant field + at least 5 years of relevant experience
