Overview

The Officer, Central Asia Fund will coordinate the overall operations of the Development Cooperation Fund for Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and China. The role will raise grant resources and earmark funds for project preparation, capacity building, and information and knowledge-sharing activities in the region.


Key Responsibilities
  • Provide secretariat support to the Strategic Steering Committee of the Central Asia Fund, organizing meetings and fostering effective engagement with internal and external stakeholders.
  • Work closely with the MCDF Administrator to ensure the Fund’s compliance with the Administrator’s policies regarding human resources, procurement, accounting, IT, and other administrative policies and processes.
  • Support the implementation of the annual workplan and budget of the Fund, in coordination with other MCDF Secretariat teams.
  • Support the preparation of contents on the Fund for MCDF annual reports, in coordination with other MCDF Secretariat teams.
  • Support the Fund’s annual external audit and periodic internal audit, in coordination with the auditor and/or MCDF Administrator.
  • Work closely with MCDF Implementing Partners and other MCDF Secretariat teams to maintain and monitor the Fund’s pipeline and match the pipeline with available resources from the Fund.
  • Coordinate events with key stakeholders to advance information and knowledge sharing and training activities to be supported by the Fund, including workshops, meetings, production of knowledge products, and other activities, as well as reporting on the results and impacts.
Required Experience

Minimum 5-8 years of relevant professional experience in international development finance, international financial institution (IFI) operations, infrastructure project development and finance, and/or climate finance. Experience working with IFIs, development finance institutions, and other financial institutions.

Qualifications

Master’s degree or equivalent in business or public administration, finance, economics, or related fields from a reputable university.

Experience working in Central Asian economies would be an advantage.
