Overview
The Finance and Budget Officer is responsible for budget preparation and administration, including reviewing and analyzing data for cost estimates and budget proposals, monitoring budget implementation, and preparing budget performance reports.
Key Responsibilities
- Reviews and analyses data for cost estimates and budget proposals.
- Provides support to managers for resource requirements.
- Reviews, analyses and provides input into programme budget/financial implications.
- Provides substantive support to intergovernmental and expert bodies.
- Issues allotments/appropriations and monitors expenditures.
- Prepares documentation for budget performance submissions.
- Drafts official correspondence and background papers.
- Conducts research and prepares communication on financial issues.
- May perform other related duties as assigned.
Required Experience
- A minimum of 5 years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
- Experience with budgetary policies and practices, financial regulations and rules is required.
- Experience in the use of information technology tools for financial analysis and monitoring of budgets is required.
- Experience in preparing and drafting written reports is required.
- Experience in results-based approaches to budgeting is desirable.
- Experience with financial systems/finance modules or enterprise resource planning (ERP) is desirable.
- Experience with peace operations is desirable.
- Experience with the operations of inter-governmental and legislative machinery is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
- A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
