Overview
The Administration and Finance Analyst will assist the Project Manager in managing the day-to-day operations and financial monitoring of Project CEDAR, ensuring high quality, accuracy, and consistency of work.
Key Responsibilities
- Provide effective administrative support to Project CEDAR.
- Ensure maintenance of project records and filing systems.
- Provide timely and quality administrative and logistical support to project activities.
- Conduct periodic equipment/property inventory.
- Facilitate procurement of office supplies, equipment, and services.
- Facilitate personnel performance appraisal and monitor leave credits.
- Ensure provision of logistical services for meetings, workshops, and travel.
- Analyze and interpret financial rules and regulations of UNDP.
- Support planning of financial resources, including budget preparation and monitoring.
- Maintain internal expenditures control system.
- Process documents for cash advance, liquidation, and reimbursements.
- Prepare non-PO vouchers and payrolls.
- Create requisitions in Quantum and register goods receipt.
- Coordinate with UNDP Procurement Team for supplies and services.
- Certify expenditures and monitor budget expenditures.
- Coordinate and act as focal point for finance and administration issues.
- Organize/conduct training for project staff on financial management.
- Synthesize lessons learned and best practices in finance and administration.
- Perform office management and manage procurement systems.
- Manage day-to-day office operations.
- Monitor equipment/vehicle utilization and administrative records.
- Help ensure proper maintenance of office premises and equipment.
- Contribute to developing administrative project materials.
- Coordinate project events/activities.
- Contribute to timely and accurate liquidations of cash advances.
- Support ensuring travel requests are in accordance with UNDP guidelines.
- Coordinate with service providers for effective implementation of project activities.
- Contribute to ensuring regular updates of project-related webpages and communications outlets.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in providing administration and finance services for peace and development projects or programmes.
- At least two (2) years of progressively responsible professional administrative and financial operations experience.
- At least two (2) years experience in providing technical support for the formulation of work and financial plans, management of budgets, financial monitoring and reporting.
- At least two (2) years experience in supporting implementation of project activities, including venue identification, accommodations, logistics, catering, transportation, and cash disbursements.
- Experience using standard software applications Word, Excel, PowerPoint, Outlook, etc.
- Experience using spreadsheet and database packages, and web based management systems.
- Proven experience in working for government organizations, non-government organizations, international organizations or civil society organizations engaged in development, peacebuilding or humanitarian projects.
- Proven experience in business processes (procurement, financial monitoring and reporting) of government organizations, non-government organizations, international organizations, private sector or civil society organizations.
- Experience in project management, financial data analysis or financial audit.
- Demonstrated experience of working with stakeholders involved in different aspects of the Bangsamoro peace process.
Qualifications
- A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required.
- Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
- Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
- Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
- Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
