Overview

The Transport Specialist will contribute to the World Bank's support for transport sector projects and initiatives in Senegal and neighboring countries, focusing on technical dialogue and project implementation.


Key Responsibilities
  • Contribute to the preparation and supervision of transport projects, including procurement, contract management, and maintenance, with attention to safeguards, climate change, gender, and private sector engagement.
  • Contribute to analytical studies on transport infrastructure and services, financing, asset management, climate resilience, and best practices.
  • Contribute to sector policy dialogue, institutional reforms, and capacity building programs, engaging the private sector and considering cross-cutting issues.
  • Contribute to cross-sectoral teams for policy notes, public expenditures reviews, and research activities.
  • Support the transport knowledge group by participating in technical groups and drafting technical notes.
  • Stay abreast of global transport sector developments and participate in relevant Country Management Unit discussions.
Required Experience

Minimum 5 years of proven experience in the transport sector, with demonstrated ability to work on at least three of the following areas: development of transport policy and planning instruments; policy, institutional and financing aspects of road transport or urban mobility and strategies to encourage private sector participation; road/urban mobility investment prioritization; transport asset management; and procurement and contract management. Experience in working with and/or leading cross-sectoral teams, including teams for safeguards and fiduciary aspects, and knowledge of key cross-cutting issues. A reasonable track record of design and implementation of transport programs, and experience of working on programs financed by the World Bank or other development partners. Familiarity with the challenges facing the transport sector in Sub-Saharan Africa would be an advantage. Proven practical experience in project development and management would be a strong advantage.

Qualifications

Master's degree with 5 years of relevant experience or equivalent combination of relevant graduate level education and experience on transport/highway/civil engineering or transport planning/economics.
