Overview
The Regional Officer, Aerodromes and Ground Aids (AGA) provides expert support and advisory services in AGA to States and Administrations in the Middle East Region. The role promotes the implementation of ICAO policies, Standards and Recommended Practices (SARPs), and regional air navigation plans.
Key Responsibilities
- Monitor developments in aerodromes and assist States in implementing provisions related to design and operations of aerodromes and Heliports.
- Assist in the implementation of the Regional Plan and related activities, including AGA Facilities and Services.
- Assist States in the development of Aerodrome Operational Plans and formulation of amendment proposals to the MID Regional Air Navigation Plan (ANP).
- Assist States in improving aerodrome operations, eliminating deficiencies, achieving performance objectives, and enhancing safety oversight capabilities.
- Monitor, identify, and take follow-up action with States to remedy AGA-related deficiencies.
- Provide technical assistance and support for the efficient functioning of the MIDANPIRG and its subsidiary bodies.
- Monitor regional developments and recommend updates to aerodrome requirements in the MID ANP.
- Identify and promote AGA-related technical cooperation projects.
- Keep abreast of current civil aviation developments relevant to AGA.
- Prepare analyses on technical/operational aspects of civil aviation in the MID Region with emphasis on AGA.
- Coordinate regional programmes and planning documents with Headquarters (HQ) activities.
- Ensure coordinated processes between AGA and other air navigation fields within the Secretariat.
- Support the regional implementation of ICAO SARPs and the ICAO Global and Regional Air Navigation (GANP/eANP) and Aviation Safety (GASP/RASP) Plans.
- Implement Regional workplans associated with the Global Plan.
- Support the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) activities.
- Monitor and analyze global, inter‐regional, and regional developments in air navigation services and related aviation safety fields.
- Provide advice to States and ICAO on their impact on ICAO’s overall planning and implementation in the AGA field.
- Maintain liaison with and provide support to States, industry, and other stakeholders in regional/sub‐regional AGA-related Aviation System Block Upgrades (ASBU) selection and prioritization.
- Promote the implementation of aviation safety and air navigation capacity and efficiency priority initiatives related to AGA.
- Participate in the implementation of the ICAO No Country Left Behind (NCLB) technical assistance programme and other technical assistance projects.
- Ensure appropriate coordination between States and ICAO regarding Technical Assistance and Technical Cooperation programmes/projects.
- Provide assistance and guidance to States to support the resolution of air navigation deficiencies and enhance safety oversight.
- Assist States by organizing, conducting and/or participating in conferences, seminars, workshops, and meetings.
- Lead, organize, support the elaboration of, and participate in RO‐organized events with regional and international organizations.
- Serve as Secretary and/or Technical Adviser at AGA-related meetings.
- Represent ICAO at seminars, workshops, meetings, events and present consistent explanations of SARPs and global viewpoints.
- Prepare reports on analyses of technical/operational aspects of civil aviation, and prepare working papers, reports, briefs, correspondence, etc.
- Ensure the harmonized and coordinated implementation of the AGA-related ICAO SARPs, GANP, GASP, regional plans, and work programmes.
- Ensure the efficient and effective use of resources directed to the implementation of the AGA-related Region’s plans and programmes.
- Performs other related duties, as assigned.
Required Experience
A minimum of ten (10) years of experience in the technical/operational aspects of international civil aviation (aerodrome design and operations and/or aviation regulatory and oversight matters), preferably with a State civil aviation authority, aerodrome or an international/regional civil aviation organization; Considerable experience in communication and cooperation with counterparts within international organizations, national administrations, professional organizations, and industrial partners; Experience in advising meetings on regulatory and technical/operational matters; Sound experience in one or more of the following fields: air navigation services or international aircraft operations; Experience participating in and servicing international civil aviation meetings; Hands‐on experience with personal computers and contemporary software, including project management skills.
Qualifications
An advanced level university degree (Master’s Degree or academic equivalent) in aviation, engineering, science, aeronautics, or a related field, is required. A first‐level university degree, in combination with an additional two (2) years of qualifying experience in aviation, engineering, science, aeronautics, or a related field, may be accepted in lieu of the advanced university degree.
