Overview
To support the development of a publication on strengthening integrity in the executive branch by conducting research and drafting guidance on Codes of Conduct for Persons Entrusted with Executive Functions.
Key Responsibilities
- Conduct research on international standards, recommendations, and comparative practices related to integrity frameworks and Codes of Conduct for PTEFs.
- Review ODIHR publications and relevant resources.
- Identify relevant case studies and examples.
- Develop a detailed annotated outline of the publication.
- Draft the publication "Strengthening Integrity in the Executive Branch: Guidance on Codes of Conduct for Persons Entrusted with Executive Functions".
- Develop practical guidance on the design, adoption, implementation, and enforcement of Codes of Conduct for PTEFs.
- Integrate international standards, comparative practices, and lessons learned.
- Ensure gender-responsive and inclusive considerations are reflected.
- Participate in online consultations to discuss comments and revisions.
- Revise the draft publication based on comments received.
- Finalize the publication in accordance with ODIHR requirements.
Required Experience
- At least 10 years of professional experience in the areas of democratic governance, public integrity, ethics, anti-corruption, public sector reform or related fields;
- Proven expertise in analysing political and institutional trends affecting democratic development at the national and regional levels;
- Demonstrated expertise in the development, implementation or assessment of Codes of Conduct, integrity frameworks, conflict-of-interest regulation, or ethics systems for public officials;
- Proven experience conducting comparative legal, policy and governance analysis and producing high-quality publications, guidance materials, toolkits or handbooks for international organizations, governments or other relevant institutions;
- Sound knowledge of relevant international standards and recommendations relating to public integrity and ethics in public office, including GRECO recommendations, OECD standards and other relevant frameworks;
- Familiarity with democratic governance and public integrity reforms in the OSCE region, particularly in Eastern Partnership countries, would be an asset;
- Experience working with international organizations, public institutions, parliaments, anti-corruption bodies or integrity institutions would be an asset;
- Demonstrated ability to present complex legal and policy issues in a clear, concise and practice-oriented manner;
- Ability to work independently and meet tight deadlines with minimal supervision.
Qualifications
Advanced university degree in law, public administration, political science, public policy, governance, anti-corruption studies, or a related field;
