Overview

The Resources Management Officer will be responsible for supervising and managing budgetary, financial, human resources, and administrative functions for a Country Office and/or Sub-Office(s).


Key Responsibilities
  • Monitor and oversee financial management, including expenditure and accountability.
  • Supervise treasury management by forecasting cash flows.
  • Prepare programme and budget reports.
  • Review monthly accounts and prepare financial analysis of projects.
  • Assist in budget preparation for new projects.
  • Provide technical support to project managers on administration, finance, and human resources.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Review and recommend improvements to systems and procedures.
  • Manage the Human Resources function and make recommendations on recruitment and personnel administration.
  • Oversee Supply Chain services, including contracts, fleet management, and premises maintenance.
  • Liaise with legal affairs and procurement units for agreement and purchase order review.
  • Supervise ICT staff.
  • Supervise and train local staff on administrative/financial policies and procedures.
  • Participate in UN meetings.
  • Serve as Officer-in-Charge of the Country Office in the absence of the CoM.
  • Perform other assigned duties.
Required Experience
  • Five years of relevant professional experience with a Master’s degree in Finance, Accounting, Business Administration, Management or a related field.
  • Seven years of relevant professional experience with a University degree in the above fields.
  • Experience in Financial and Human Resources Management at the international level.
  • Field experience, including coordination and cooperation with international institutions and coordination bodies.
  • Experience in supervising the development and implementation of administrative control procedures.
  • Experience coordinating external auditing exercises.
  • Experience using corporate IT systems and software.
Qualifications
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution.
  • University degree in Finance, Accounting, Business Administration, Management or a related field.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Languages Required
Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Contract Duration
1 year with possibility of extension
