Overview

Consultant role focused on overseeing results management, evaluation, and learning for climate change-related funding arrangements for developing countries.


Key Responsibilities
  • Contribute to the development, refinement, and implementation of results measurement frameworks, MEL Policy, Knowledge Management and Learning Strategy, Evaluation System and Approach.
  • Coordinate the development and dissemination of M&E and knowledge products.
  • Provide M&E guidance to accredited agencies and client countries.
  • Review project and program proposals to ensure technical robustness in M&R requirements completion and compliance.
  • Conduct reviews of funding requests submitted to the Fund on MEL aspects.
  • Consolidate MEL feedback and contribute to drafting the MEL assessment sections.
  • Document lessons learned from the funding request review process.
  • Monitor the implementation status/progress of approved funding requests tracking results and learning.
  • Contribute to the development of internal SOPs, guidelines and manuals.
  • Provide advice and guidance to countries, through bilateral meetings, regarding MEL funding request requirements.
  • Support the preparations for the REAL team’s external engagements.
  • Support the preparations for Board meetings.
  • Support the preparations for consultations with the Board and Observers.
Required Experience

At least 2 years of relevant experience: comprehensive understanding of M&E systems, policies, procedures, and practices in the development, implementation, and management of results systems, development effectiveness, monitoring and evaluation, KM and Learning focused on results. Capacity to develop knowledge programs, establishing learning loops and track record in disseminating knowledge. Evidence of understanding of economic and non-economic loss and damage from climate-induced sudden onset and slow onset events faced by developing countries. Experience working with or within international financial institutions (e.g. World Bank, UN agencies, climate funds) is highly desirable. Experience working in developing countries across multiple regions is preferred.

Qualifications

An advanced degree (Master’s degree or equivalent) in Monitoring and Evaluation, Climate Change/Environment, Economics, or other relevant climate-related science field.in economics, statistics, climate change , M&E, Environment or other related field.
