Overview
This consultancy will provide operational M&E and data management support to the WHO M&E team, contributing to routine monitoring, data product development, and analytical workstreams.
Key Responsibilities
- Data wrangling, quality checks, metadata documentation, and reproducible workflows.
- Data compilation, cleaning, and validation from multiple sources.
- Statistical analysis and simple modelling.
- Data quality checks and documentation of data sources and assumptions.
- Contribution to analytical summaries, reports, and documentation for M&E activities.
- Development of clear, decision-friendly visualization products.
- Contribution to methods briefs, analysis notes, and reproducible code repositories.
- Develop data quality control-related mechanisms and framework.
- Assist in routine analysis and updating/structuring of monitoring datasets.
- Submit a complete reproducible code package.
- Conduct consultations with key stakeholders.
- Draft an analytical report synthesizing findings.
- Provide a structured set of recommendations.
- Prepare a methodology and analysis plan for target population estimation.
- Conduct analysis and produce cleaned scripts and outputs.
- Prepare a short technical report summarizing methods, results, limitations, and recommendations.
- Provide support in the scheduling, preparation, and coordination of meetings.
- Maintain and update coordination trackers, timelines, and follow-up activity lists.
- Facilitate stakeholder consultations and feedback sessions.
Required Experience
- Minimum 5 years of progressively responsible experience in health data analysis, statistical modelling, or epidemiological analytics.
- Demonstrated experience producing decision‑ready data products (factsheets, dashboards, briefs).
- Proficiency in R or Python or other similar software, plus experience with SQL and data visualization tools.
- Experience working with WHO, UN agencies, or government health programs (desirable).
- Experience applying statistical methods to LGU‑level or subnational data (desirable).
- Familiarity with health information systems in the Philippines (desirable).
Qualifications
- Advanced degree (master’s or higher) in Biostatistics, Health Statistics, Epidemiology, Public Health, or a closely related quantitative health field.
- Additional formal training in data science, statistical modelling, or health informatics (desirable).
- Coursework or certification in data visualization or advanced analytics (desirable).
