Overview
The Programme Analyst, Gender is responsible for managing UNFPA's work on Gender Equality and GBV in Timor-Leste, providing policy guidance and technical support to national efforts.
Key Responsibilities
- Ensure timely preparation of annual work plans for Gender/GBV results.
- Undertake day-to-day management of the programme, including budget planning and management.
- Support implementing partners in planning, implementing, monitoring, and reporting on UNFPA-funded activities.
- Conduct monitoring visits and field missions to ensure technical quality of interventions.
- Contribute to the implementation of the M&E plan for Gender/GBV programme.
- Strengthen partnerships and collaboration with government counterparts, civil society actors, and development partners.
- Participate in the UN Gender Working Group, GBV sub-cluster, and other relevant coordination mechanisms.
- Develop advocacy materials for public information, advocacy, and resource mobilization.
- Advocate for evidence-based GBV policy interventions.
- Analyse the political, social, and economic environment for UNFPA’s work on gender and GBV.
- Build technical and programme multi-sectoral partnerships for advocacy for the ICPD agenda.
- Prepare project concept notes, proposals, technical briefs, and reports.
- Contribute to CO communication efforts by developing advocacy and communication materials.
- Serve as technical lead for gender equality and GBV prevention and response.
- Provide technical support to government institutions in enhancing integration of gender equality and GBV prevention and response into national policies.
- Analyse and interpret socio-economic and socio-demographic data.
- Serve as PSEA focal point for the Country Office.
- Carry out any other duties as may be required by UNFPA leadership.
Required Experience
Minimum two years of progressively relevant professional experience in the field of international and national development, gender equality, women’s rights, and gender based violence. Knowledge of sexual and reproductive health and rights and gender equality issues, particularly GBV, including relevant international human rights standards and instruments. Experience in programme/ project management including experience in large multi-sector programmes; Demonstrated strategic thinking skills, good coordination, and communication skills. Results-based programme management experience, with a particular focus on strategic planning and capacity building. Prior experience in the UN system is an asset. Demonstrated ability to work in a team.
Qualifications
Advanced university degree in Gender Studies, Public health, Demography, international relations, public administration, or any other Social Sciences.
