Overview

Provide technical leadership and guidance on the planning, implementation, monitoring, and reporting of Victim Assistance (VA) programming in Ukraine.


Key Responsibilities
  • Provide technical support to field protection teams on VA-related topics, inclusion and the integration of People with Disabilities (PwD) into Protection programming.
  • Identify technical gaps and provide recommendations to improve program quality.
  • Contribute to the development and adaptation of tools, forms, technical guides and SOPs for DRC VA-related activities.
  • Respond to ad hoc requests for technical support and provide guidance and mentoring.
  • Ensure mainstreaming of inclusion principles and age, gender, and diversity aspects.
  • Collaborate with other sectors to ensure integration and synergy.
  • Support DRC’s co-chairing of the Victim Assistance Working Group (VA WG).
  • Ensure cooperation among members and partners to strengthen cooperation and sharing of experience.
  • Collaborative with the co-chair of the VA WG as well as members and other stakeholders to support in the development of key guidelines, SOPs, and standards.
  • Help to map and establish relations with Government and VA-relevant stakeholders to develop and strengthen referral pathways and procedures.
  • Represent DRC at relevant external VA-related meetings.
  • Develop assessments and studies on the needs of Explosive Ordnance (EO) victims and people with disabilities in Ukraine.
  • Work with a media agency to design and launch advocacy mass media campaigns.
  • Develop advocacy messages and initiatives.
  • Ensure that assessment and analysis findings are utilized in advocacy and external engagement efforts.
Required Experience
  • At least 3 years of professional experience in Victim Assistance and/or Humanitarian Mine Action programming.
  • Demonstrated practical experience in facilitating workshops and external meetings.
  • Familiarity with IMAS 13.10 standards on Victim Assistance.
  • Practical experience in service mapping, referral pathways and coordination with health, rehabilitation, MHPSS, legal aid, social protection and disability service providers.
  • Experience engaging with government authorities, organizations of persons with disabilities, civil society actors and humanitarian coordination mechanisms.
Qualifications

University degree: advanced university degree in Social Work or related social science discipline
