Overview

The Chief of Operations (S) role is responsible for coordinating and managing a portfolio of extra-budgetary projects within the OSCE Support Programme for Ukraine (SPU). The main purpose is to support Ukraine's reform efforts and mitigate risks to civilians.


Key Responsibilities
  • Co-ordinating and managing a portfolio of extra-budgetary projects across five thematic components.
  • Overseeing the functioning of the Programme.
  • Advising staff and drafting guidelines for project staff.
  • Supervising personnel of five components and co-ordinating the Programme Implementation Unit.
  • Performing programmatic approval functions in Oracle.
  • Co-ordinating with the Senior Adviser SPU and Secretariat departments on strategic direction and project implementation.
  • Advising the Senior Adviser on policy, operations, and project development.
  • Overseeing strategic planning and identifying projects through contacts with Ukrainian Authorities.
  • Formulating project documents and establishing budgets.
  • Fundraising for the Programme and assigning funds.
  • Preparing draft reports to the Advisory Board.
  • Overseeing donor reporting and briefings for OSCE participating States’ embassies in Kyiv.
  • Maintaining a close relationship with the Special Representative of the Chairperson-in-Office to Ukraine.
Required Experience

Minimum 9 years (7 years with a relevant second-level degree) of extended professional managerial experience in complex security environments, post-conflict and/or developing countries and communities, with policy level experience in donor field programming, preferably in an international environment. Project management experience.

Qualifications

First-level university degree in management, public administration or other field relevant to OSCE priorities.

Professional fluency in English with excellent communication (both oral and written) skills.
Languages Preferred
working knowledge of Ukrainian would be an asset.
