Overview

The Planning and Monitoring Specialist provides technical and coordination support to enhance the quality, coherence, and effectiveness of planning and monitoring systems within the Country Office, facilitating adaptive programme management and accountability for results.


Key Responsibilities
  • Programme performance planning and work-planning quality assurance (RWP/ partnership documents /results frameworks), including decentralized and regionalized workplan.
  • Programme performance monitoring, follow-up and management decision tracking, with specific support to Field Offices.
  • Situation monitoring and emergency-oriented monitoring support (incl. rapid assessments / humanitarian performance monitoring support).
  • Data, information management and performance analysis for decision-making.
  • Capacity building and technical support to sections and partners on planning & monitoring.
  • Coordination, networking, and knowledge management/innovation for planning & monitoring, including support to the Multi‑Country Office (Madagascar–Comoros).
Required Experience

At least five (5) years of relevant professional experience in planning, monitoring and evaluation, programme management, results-based management, performance monitoring, data analysis, knowledge management, capacity building, coordination, management reporting, or related fields is required. Experience in programme planning, performance monitoring, reporting, technical support, development planning and statistics are required.

Qualifications

An advanced university degree (Master’s degree or equivalent) in Social Sciences, Statistics, Economics, International Development, Development Studies, Development Planning, Public Policy, or another closely related field is required.

Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is considered an asset.
