Overview

This consultancy aims to improve stability and peaceful coexistence between local and migrant communities in northern Chad by enhancing migration pathways, strengthening national capacity for data collection, and providing training on border management systems.


Key Responsibilities
  • Develop policy and operational resources for safe migration pathways and IBG activities.
  • Conduct joint field missions to border posts to assess conditions and identify intervention areas.
  • Design and conduct capacity-development trainings on MIDAS and other IBG thematic areas.
  • Oversee the elaboration of public information and training materials for border governance stakeholders.
  • Develop a roadmap for capacity building for border agents on hardware/software management and maintenance.
  • Provide technical and organizational support for a transnational forum on migration challenges.
Required Experience

07 years’ experience of working in the area of traveller identification and border management, including electronic travel authorisations. Demonstrated experience in project assessment and experience in MIDAS and travel documents digitization implementation. Work experience in the Sahel (including Chad, if possible) is a solid advantage. Knowledge and working experience on legal reform is a distinct advantage.

Qualifications

Demonstrated knowledge of Electronic Travel Systems (Electronic Travel Authority, etc). Good knowledge of international regulatory framework and best practices relating to legal identity, travel document, border security and border facilitation. Good knowledge of national police system/policies.
