Overview

National legal consultant to draft a bylaw on the rules for the preparation and execution of investment agreements in Tajikistan.


Key Responsibilities
  • Developing a workplan and methodology.
  • Assessing the current legal background of investment policy and strategies.
  • Assessing the legal status of current investment agreements and omissions.
  • Developing a list of proposed mechanisms for monitoring and control of investment agreement implementation.
  • Proposing tools for harmonization of national practices with international standards.
  • Suggesting necessary mechanisms for coordination of government bodies' actions and regulation of their powers.
  • Proposing formalization procedures for reviewing investor proposals and defining requirements for investment agreements.
  • Suggesting mechanisms for improvement of government control procedures and introducing risk-oriented approaches.
  • Developing mechanisms for increasing transparency of public administration and public procurement processes.
  • Preparing and revising the draft bylaw and supporting documents.
Required Experience

Minimum 5 years of proven professional experience in legal advisory, investment, trade, finance, commerce, and/or export. Professional experience working with legal authorities or inter-governmental trade organizations, business associations/committees. Proven expertise in drafting legal documents supporting strategic action plans and task force activities. Knowledge of methods for assessing risks in investment agreement implementation.

Qualifications

University degree in law, economics, business administration, commerce, finance or in another related field. Bachelor's Degree (First-level university degree or equivalent).

Professional fluency in Tajik and Russian.
Languages Preferred
Knowledge of English, both spoken and written would consider as an advantage.
Contract Duration
90 working days throughout four months.

Remuneration
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
