Overview

The Programme and Finance Assistant supports the implementation of programme and financial processes in the Ecuador Country Office, ensuring timeliness, efficiency, and transparent use of financial resources.


Key Responsibilities
  • Provide administrative and logistical support for programme formulation and management.
  • Support partner selection, routine delivery, and reporting of programme activities and finances.
  • Provide administrative support for programme audits and implementation of audit recommendations.
  • Provide administrative support for financial management, including project creation, budget revisions, and financial closure.
  • Monitor and prepare budgets and finances of programmes/projects.
  • Prepare non-PO vouchers and process payments for consultants.
  • Create requisitions and register good receipts in Quantum system.
  • Support the implementation of financial strategies and partner agreement management.
  • Monitor submission of implementing partner financial and narrative reports.
  • Support follow-up of advances to implementing partners and review their financial reports.
  • Support capacity development initiatives for partners on financial management.
  • Perform duties in full compliance with UN Women financial regulations and rules.
  • Review and verify financial transactions, activities, and documentation.
  • Support the monitoring of the financial resources management system.
  • Record and post transactions in Quantum, process payroll, travel claims, MPOs, and other entitlements.
  • Monitor the setup of budgets in Quantum.
  • Monitor transactions posted to projects.
  • Support month-end and year-end closure processes.
  • Facilitate timely financial project closure.
  • Support financial donor reporting.
  • Prepare VAT reimbursements.
  • Manage petty cash fund.
  • Compile and process information from donors and programme team for databases and documents.
  • Prepare draft cost-sharing agreements and support documentation.
  • Support follow-up on contributions within resource mobilization efforts.
  • Provide administrative support for the organization of training for office personnel and partners.
  • Contribute to improvements in financial business processes and operational practices.
Required Experience

At least 5 years of progressively responsible experience in finance and administrative or programme is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Qualifications

Completion of secondary education is required. Bachelor’s degree in business or public administration is desirable.
