Overview

The Resources Management Officer (RMO) is responsible for managing and coordinating budgetary, financial, Human Resources, and administrative functions for the Country Office and Special Liaison Office in Ethiopia.


Key Responsibilities
  • Monitor and oversee financial management, including expenditure and accountability.
  • Undertake financial analysis of projects.
  • Supervise treasury management by forecasting cash flows.
  • Monitor and control disbursed funds and validate funding according to donor agreements.
  • Coordinate and review budgets, financial reports for donors, and financial analysis of projects.
  • Oversee the budget control process and analyze variances.
  • Contribute to the preparation of the annual budget and guide budget preparation for new projects.
  • Provide support to Project Managers for compliance with IOM instructions.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Ensure compliance with IOM rules on engaging Implementing Partners and provide capacity building.
  • Review systems and procedures and recommend improvements.
  • Follow up on audit reports and implementation of recommendations.
  • Report concerns related to non-compliance.
  • Contribute to implementing risk management standards.
  • Support the Head of Resources Management in managing the Human Resources function.
  • Correctly apply Human Resources policies and make recommendations for resolving cases.
  • Assist in supervising IT, procurement, and logistics services.
  • Supervise and manage Finance units’ staff in Sub-Offices.
  • Provide capacity building to staff in finance, human resources, administration, logistics, and procurement.
  • Liaise with banks, donors, government counterparts, and other stakeholders.
  • Serve as Officer-in-Charge of the Resources Management Unit in the absence of the HoRM.
Required Experience
  • Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
  • Experience in Financial and Human Resources Management at an international level.
  • Field experience, including coordination and cooperation with international institutions and coordination bodies.
  • Experience in supervising the development and implementation of administrative control procedures.
  • Experience coordinating external auditing exercises.
  • Experience using corporate IT systems and software.
Qualifications
  • Master's degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution; or University degree in the above fields.
  • Professional certification as a Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
