Overview
Consultant to conduct an evaluation of the Primeiro Emprego Internship Programme, focusing on its relevance, effectiveness, efficiency, sustainability, and coherence.
Key Responsibilities
- Develop an Inception Report detailing methodology, Theory of Change, timeline, and evaluation criteria.
- Map the implementation of the internship programme, collecting data and identifying gaps.
- Administer an online questionnaire to candidates, interns, and managers.
- Conduct semi-structured interviews with key stakeholders.
- Facilitate at least two focus groups with programme interns.
- Evaluate the internship programme based on predefined criteria and questions.
- Participate in meetings with UN-Habitat and government stakeholders.
- Conduct technical meetings and other activities for output development.
- Deliver all documentation in an organized manner, ensuring anonymity.
- Systematize and consolidate outputs into a final synthesis document.
Required Experience
Minimum of eight (8) years of professional experience in evaluation in Brazil is required. Experience in project management in the public sector is required.
Qualifications
Bachelor’s degree in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations or related fields. Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields is required, or an additional five (5) years of relevant experience to the post, beyond the requirement.
