Overview

The Assistant Monitoring & Evaluation (M&E) Officer supports the generation and use of evidence on UNHCR’s results and the situation of the people served for planning, results reporting, and advocacy. S/he assists in coordinating evaluations and using assessment and monitoring data for decision-making.


Key Responsibilities
  • Support in developing, budgeting, implementing, reviewing and refining multi-year M&E plans.
  • Offer technical advice to Results Managers in selecting and developing relevant indicators, defining means of verification, and setting baselines and targets.
  • Support coherent results chains for the operation’s strategy and review planned indicators and monitoring activities.
  • Offer technical advice to ensure harmonized data collection methodologies, including for disaggregated and high-quality quantitative and qualitative data.
  • Support coordination of key primary data collection exercises such as assessments, implementation monitoring and results monitoring activities.
  • Support participatory approaches to assessment, monitoring, evaluation and reporting and evaluation.
  • Support coherence in M&E frameworks, tools and practices by coordinating with stakeholders across donor-driven and multi-partner initiatives.
  • Support management in identifying evaluation opportunities; provide input to quality assurance processes and foster ownership of findings.
  • Facilitate communication with HQ and bureau evaluation colleagues.
  • Manage evaluation-related data and maintain an accessible evidence base.
  • Assist facilitation of joint review and analysis to translate data into actionable insights.
  • Support design and delivery of M&E training and learning initiatives for UNHCR staff and partners.
  • Ensure that monitoring and evaluation processes comply with UNHCR’s policies, procedures and guidance, as well as ethical considerations, data protection standards, and applicable UN regulations and rules.
  • Stay informed about global and regional developments and the specific country context.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility.
  • Perform other related duties as required.
Required Experience

1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree. Experience in planning and implementing, monitoring systems and managing and/or conducting independent evaluation in United Nations system in international development and/or humanitarian contexts. Experience in setting up monitoring systems and rolling out M&E frameworks that form part of and align with corporate results-based management. Experience in coordinating a variety of internal and external stakeholders in a cross-cultural professional environment.

Qualifications

Sociology, International Relations, International Development, Economics, Statistics, Public Health or other relevant social sciences fields of education or other relevant field. Certificates: Results-Based Management; Research and Evaluation Methods (essential).
