Overview

The Programme Coordinator will provide programmatic guidance and support for the implementation of protection and solutions strategies, coordinating with other sections to ensure harmonized programmatic approaches.


Key Responsibilities
  • Support in assessing and analysing needs of forcibly displaced and stateless persons.
  • Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans.
  • Support Results Based Management and programme capacity.
  • Support the planning process in compliance with planning parameters.
  • Review and analyse plans, mid-year and year-end reports.
  • Support in the provision of overall direction to broaden partnerships with key stakeholders.
  • Provide support to ensure a consistent application of the framework for implementing with partners.
  • Contribute to ensure consistent and coherent monitoring approaches, tools and systems.
  • Actively contribute to UNHCRs programming of community of practice.
  • Identify potential gaps and problems and recommend appropriate solutions.
  • Oversee a timely and effective follow-up of internal and external audits observations and recommendations.
  • Support the identification and management of risks and seek to seize opportunities.
  • Perform other related duties as required.
Required Experience

6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable: Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities. Essential: Strong demonstrated experience in building partnerships within the UN and/or with government entities. Demonstrated experience leading or coordinating UN Joint Programmes or other multi-agency programmes on behalf of a contracting agency. Sound knowledge of results-based management (RBM) concepts and tools, and of programming policies and approaches. Experience working on mixed-movement issues. Desirable: Prior programme management experience, and experience working with government and international entities, including proven experience managing or coordinating large-scale, multi-million-dollar and multi-donor programmes, UN Joint Programmes or pooled funding mechanisms. Demonstrated experience supporting the implementation of joint or inter-agency programmes on migration and forced displacement. Hands-on experience leading the development of coherent, evidence-based multi-year planning, monitoring and reporting processes. Proven ability to monitor, analyse and report on migration and displacement trends. Proven experience managing complex processes and response activities in politically sensitive and security-volatile contexts. Technical fluency in resources management and sound knowledge of UNHCR’s global policies and financial rules. Sound experience in narrative and financial reporting. Experience managing partnership agreements and project proposals. Experience in donor liaison and donor relations. Demonstrated experience in effective multi-stakeholder coordination in humanitarian or development contexts. Experience with organisational change processes, with UN programming and national development planning processes. Experience in knowledge management, documentation of good practices and lessons learned. Familiarity with the development and application of Theories of Change and Results Frameworks.

Qualifications

Field(s) of Education: Economics, Business Administration, Social Sciences or other relevant field. Certificates and/or Licenses: Programme Management. Education: Bachelor of Arts: Business Administration, Bachelor of Arts: Economics, Bachelor of Arts: Social Science. Certifications: HCR Learning Program - UNHCR.
