Overview
This role provides leadership and strategic guidance for the effective management of financial, human, and physical resources within the United Nations Support Office in Haiti (UNSOH). It involves coordinating logistics and operational services, leading the transition of administrative services, and managing relationships with government authorities and UN stakeholders.
Key Responsibilities
- Provides leadership and strategic guidance, direction and oversight ensuring effective management of financial, human and physical resources.
- Establish the support office as a “service hub” supporting UNSOH operations in Haiti and lead engagement and maintain working relationships with various stakeholders and partners to ensure operational access, safe passage of UN personnel and assets across international borders, operational continuity and risk mitigation.
- Responsible for developing unified strategy and delivery of cross-cutting mission support functions ensuring coherence in forecasting, performance monitoring planning, and coordination of operational and resourcing activities.
- Leads and oversees the Human Resources Section (HRS), Finance and Budget Management Section (FBMS), Field Technology Section (FTS), Mission Support Centre (MSC ), Contingent Owned Equipment (COE) management and Sector/Regional Offices responsible for effective execution of mission support strategy and associated support plan.
- Leads development, preparation, coordination and monitoring of strategies and work plans for Operations and Resource Management activities and takes the lead in securing the required human, financial, logistic and technological resources to achieve them.
- Provides guidance and direction for the planning and forecasting of the personnel, financial, logistic, information and communication technology requirements of all Mission components
- Liaises with UNHQ offices to ensure mission planning and resource allocation is aligned with HQ priorities, guidance and policy.
- Effectively leads, coordinates and directs all aspects of Operational Resource Management.
- Oversees the overall development and delivery of strategic advisory services in human resources management with a focus on planning, policy implementation, self-monitoring and compliance with key performance and operational indicators to ensure that human resources strategies and plans are aligned with overall mission's strategic framework and concepts and are responsive to evolving changes in mandates and phases, operational priorities and the corporate and mission's specific human resources imperatives and targets.
- Ensures implementation of various aspects of established HR practices such as effective management of HR processes including an efficient staffing table management based on approved organizational units and positions, management of position classification process and effective implementation of recruitment strategies.
- Oversees the development and delivery of strategic support and business intelligence, including advice to operational counterparts and mission leadership, on financial resourcing and stewardship, organizational performance of the mission, and risk management in line with mission priorities.
- Ensures financial sustainability of the mission and supports the DMS in planning, managing and implementing approved budget, while helping to ensure delivery of services through cost-effective means.
- Ensures sound financial management and the integrity of financial transactions, systems and reports by enforcing consistent application of financial rules and regulations through oversight, compliance and reporting
- Ensures integrated, results-based planning, budgeting and utilization of resources in line with established policies and procedures.
- Oversees the development and delivery of quality, robust and reliable information and communication technology (ICT) services in support of mission mandate implementation.
- Facilitates the implementation of innovative and intuitive technology solutions that enhances work across mission pillars and facilitates technological problem solving and decision making at all levels.
- Manages the mission information security and its incident response plan.
- Oversees the development and delivery of timely, coordinated and efficient logistic support planning by Mission Support Centre to all components of Mission Support Division for operational priorities and key project implementation.
- Takes the lead in the development and implementation of special projects such as Disaster Recovery and Business Continuity, Welfare activities and crisis response as required
- Monitors client experience and advises on programs for continuous service improvement
- Implements pilot projects and monitors, coordinates and reports on their progress
- Drives efficiency, KPIs, and modernization initiatives.
- Ensure that all Operational Resources Management Unit/Section activities, are in compliance with the DOS Environmental and Waste Management policies and in line with the DOS Environment Strategy objectives; coordinate with the mission's environmental officer for guidance as needed.
Required Experience
A minimum of fifteen (15) years of progressively responsible professional experience in at least three of the following areas is required: human resource management, finance and budget, performance management, technology, logistics, UN and/or Contingent asset management, general administration. At least five years of experience in managing operational, administrative and diverse teams in an international environment is required. Experience in planning and administering complex operations, projects or administration in a volatile, conflict or post-conflict settings with scarcity of resources is required. Experience in implementing UN common system administrative policies and practices, including planning and implementation of administrative platforms and services through a service center model is required. Experience in intergovernmental processes ,including host country and UN Country Team engagement on legal, operational, security and administrative issues is required.
Qualifications
Advanced University degree (Master's degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
