Overview
Provide operational and financial support for the implementation of projects and programmes within the FAO country office.
Key Responsibilities
- Provide operational and programmatic support to projects and programmes, including monitoring budget utilization and expenditures, and supporting reporting and compliance requirements.
- Handle day-to-day operational aspects of projects and programmes from initiation to closure.
- Assist the Budget Holder in overall portfolio management, including budget allocations and revisions.
- Liaise between programme and procurement teams for timely project delivery.
- Support the Budget Holder in overseeing recruitment, contract renewals, and travel arrangements for personnel.
- Coordinate the production and clearance of supporting documents.
- Support capacity development of the operations unit.
- Prepare and manage financial plans and budgets, maintain financial records and monitoring systems.
- Supervise and/or maintain impress accounts and ensure expenditures align with approved budgets.
- Assist with data retrieval, entry, selection, and analysis from various sources.
- Prepare financial and administrative correspondence and maintain a filing system.
- Assist with recurring reports on programme, project, and office accounts.
- Ensure the flow of funds is operative in line with funding agreements.
- Monitor delivery estimates and contribute to regular reports.
- Provide support in the arrangement of spot checks/annual audits.
- Monitor receipt of Government contributions and ensure procurement and custom clearances are obtained.
- Manage project budgets and support budget revisions.
- Coordinate actions for timely completion/closure of field projects.
- Enter invoices to GRMS in compliance with Donor and FAO requirements.
- Provide guidance and support in the implementation of the OPIM modality.
- Review and clear financial and progress reports from Operational Partners.
- Monitor the progress of Letter of Agreements and review financial reports from Service Providers.
- Ensure compliance with the Organization’s security guidelines (MOSS).
- Provide procedural guidance to managers and staff; supervise, guide, and train other finance support staff.
- Participate in the design of projects and programmes, including proposal and project document preparation.
- Perform other duties as required.
Required Experience
- Minimum 5 years of experience of project/programme development and management, budgeting, accounting and reporting procedures for an international organization (preferably UN or related).
- Broad experience in budgeting, accounting, and reporting procedures of the International Organization (preferably UN).
- Strong foundation in project/programme formulation, planning, implementation, and budget management.
- Hands-on experience in setting-up and running a project/programme financial management and accounting information system(-s) in accordance with the best international practices.
- Experience in procurement processes and compliance with donor/UN rules.
- Experience in training staff of local counterparts and subcontractors in disbursement procedures and in accounting theory and practice.
Qualifications
Master’s degree or equivalent qualification in accounting, Business Administration, finance or economics for international standard.
