Overview
The Monitoring and Evaluation Officer will support all aspects of project/programme/strategy Monitoring and Evaluation (M&E), including system development, data collection and analysis, and reporting to facilitate learning and improvements.
Key Responsibilities
- Maintain and adjust the overall project/programme/strategy Monitoring and Evaluation framework.
- Prepare project/programme/strategy reviews, impact assessments, and evaluations.
- Supervise Monitoring and Evaluation support activities assigned to other staff.
- Ensure proper use of IOM’s Project Information and Management Application (PRIMA).
- Assess and identify risks during project activity monitoring.
- Collaborate on quantitative and qualitative monitoring aspects with IOM units, Implementing Partners and UNCT.
- Draft regular monitoring reports for stakeholders.
- Coordinate the process for identifying key performance questions, indicators and parameters.
- Design the format for performance reports.
- Participate in the selection of and monitor the work of Implementing Partners for surveys and studies.
- Provide substantive inputs to strengthen capacity of IOM staff and partners in M&E.
- Review availability and quality of existing social and economic data.
- Participate in activities with external partners, UN and donors to facilitate access to M&E data.
- Participate in the development of projects/programmes.
- Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions.
Required Experience
- Two years of relevant professional experience with a Master's degree, or four years of relevant professional experience with a University degree.
- Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation.
- Experience in capacity-building activities, including design and delivery of trainings.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Familiarity with financial and business administration.
- Sound and proven understanding of internal and international migration issues in the country and in the region.
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
- Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies.
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
Qualifications
Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution; or, University degree in the above fields.
