Procurement Officer CST II

Overview

The position is responsible for managing contractual arrangements and coordinating with stakeholders for the smooth implementation of Cash Based Transfer (CBT) activities from a procurement perspective. It also involves overseeing procurement of goods and services, supervising national staff, and providing technical advice.

Key Responsibilities

• Provide oversight, guidance, and support for the procurement of goods and services related to CBT Cash Transfer Assistance Programs.
• Contribute towards the development of procurement plans and sourcing strategies.
• Lead or support procurement projects of moderate complexity.
• Consolidate and analyse procurement data.
• Collate information and draft responses to audit recommendations.
• Identify, develop, and maintain strong relationships with suppliers, vendors, and Financial Service Providers (FSPs).
• Manage and coordinate relationships with inspection and superintendent firms.
• Work closely with cross functional counterparts and external partners.
• Coordinate and prepare accurate and timely reports of procurement activities.
• Build capacity of WFP staff and external partners to adopt a strategic and proactive approach to procurement.
• Guide and supervise junior staff.
• Contribute to preparedness actions, provide technical recommendations, and act in an assigned emergency response capacity.

Required Experience

Minimum eight years of relevant professional experience in Procurement, including: Progressive experience in contracting Financial Service Providers, retailers, etc to support Cash based interventions. Experience conducting cost analyses. Experience in coordinating CBT working group. Experience of working in international and multi-cultural environment. Experience with food commodity markets, freight markets, and related market intelligence. Experience with the new E-tendering platform (COUPA). Experience with budgeting, pipelines, and WFP corporate systems.

Qualifications

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or other relevant field, or First University degree with additional relevant work experience and/or training/courses. CIPS certification is mandatory.
