Overview
The W4R Anticipatory Action Project Coordinator role is responsible for the overall management of the W4R anticipatory action component of the project, ensuring timely, effective, and high-quality implementation and coordination with key stakeholders. The position supports the implementation and development of anticipatory action initiatives.
Key Responsibilities
- Lead the overall management of W4R’s anticipatory action project in Somalia.
- Facilitate awareness, understanding, and uptake of AA approaches across sectors and among key stakeholders.
- Monitor project progress, identify operational risks and constraints, and implement corrective actions.
- Ensure project implementation is compliant with W4R policies, procedures, and donor requirements.
- Conduct regular field visits to monitor technical quality and operational compliance.
- Ensure accurate data collection, indicator tracking, and documentation of project results.
- Promote a culture of learning, accountability, and continuous improvement.
- Review monitoring data, analyse variances, and support corrective action planning.
- Contribute to the development of learning products, success stories, and visibility materials.
- Support the development and implementation of anticipatory action initiatives including needs analysis, concept development, proposal writing, budgeting, and donor engagement.
- Lead the design, development, and implementation of anticipatory action plans.
- Oversee anticipatory action systems strengthening, including early warning systems, trigger development, and operational AA plans.
- Provide technical leadership and operational oversight for all AA project activities.
- Supervise the rollout of anticipatory and protection activities.
- Coordinate closely with emergency response and preparedness and WASH teams.
- In the event of trigger activation, lead or support operational oversight of AA implementation.
- Systematically consolidate, triangulate, and analyse information on shocks.
- Contribute to strategic thinking and learning on anticipatory action programming.
- Identify opportunities for programme expansion, innovation, and integration.
- Provide ongoing technical assistance and capacity strengthening to DRC and Braintech’s teams and local structures on anticipatory action concepts.
- Work closely with the Evidence, Knowledge, and Learning (EKL) team to ensure data, risk analysis, and displacement forecasting models are effectively applied.
- Support global and regional analysts to monitor and analyze disaster risk and displacement data.
- Capture, document, and disseminate lessons learned and best practices from AA implementation.
- Contribute to the development of funding proposals and concept notes for anticipatory action initiatives.
- Represent W4R in national and, as required, regional AA forums.
- Work closely with advocacy and policy teams to influence national policies and promote the institutionalization of anticipatory action.
- Ensure strong coordination and collaboration with other W4R sectors and projects.
- Strengthen internal communication and information sharing.
- Contribute to joint planning, assessments, and operational alignment.
- Represent W4R at local coordination forums, with authorities, community stakeholders, partners, and operational counterparts.
- Support representation of W4R AA component at national level coordination platforms, technical working groups, and donor engagements.
- Maintain constructive relationships with key stakeholders.
- Perform any other duty requested by the direct Manager.
Required Experience
- At least 5 years of international experience in disaster risk management or anticipatory action programming, preferably in conflict-affected regions.
- Proven track record of designing and implementing anticipatory action projects, including the development of triggers and anticipatory action planning.
- Strong understanding of data-driven decision-making, with experience with displacement forecasting models and early warning systems being a strong asset.
- Excellent stakeholder coordination skills.
- Familiarity with conflict-sensitive programming and the impacts of displacement on vulnerable populations.
- Ability and willingness to travel, including to remote or conflict-affected areas, up to 35% of the time.
- Experience with programming related to climate resilience, preparedness, and conflict sensitivity.
- Demonstrated ability to innovate and take a flexible, problem-solving approach in complex humanitarian environments.
- Strong project management skills and experience with donor reporting and proposal writing.
- Familiarity with humanitarian coordination mechanisms and key international standards.
Qualifications
• Degree (Bachelor mandatory, Master desirable) in Peace/Security, Social Sciences, International Development or Business Management (or similar)
