Overview
The Project Manager will coordinate the implementation of the "Strengthening clinical laboratory services in Turkmenistan in 2026-2027" (Lab-2) project, providing strategic direction and ensuring institutional capacity development.
Key Responsibilities
- Ensure overall project management, including daily management to achieve performance indicators, supervision of implementation and evaluation, and assessment of programmatic impact.
- Communicate and coordinate regularly with the National Partner, Project Board, stakeholders, and senior UNDP management.
- Prepare Annual Work Plans (AWP), track work outputs, and manage project spending in accordance with the budget and UNDP rules.
- Prepare regular programmatic and financial progress reports, including Annual Project Implementation Reviews.
- Coordinate the work of international and national consultants, and supervise data collection, analysis, reporting, and public outreach.
- Oversee project office administration, travel to project sites, and support project evaluations.
- Mobilize goods and services, draft Terms of References (ToR) and work specifications.
- Perform functions of Project Manager in Quantum for approval of requisitions.
- Manage requests for financial resources, monitor financial resources and accounting.
- Ensure project activities are covered by UNDP communication means.
- Prepare Final Project Review Reports and identify follow-on actions.
- Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries.
- Prepare final CDR (Combined Delivery Reports).
- Lead the process of developing and mobilizing resources for new projects.
- Act as financial manager, ensuring accuracy and transparency in financial resource management.
- Serve as the Project’s ambassador and advocate, fostering good working relationships with the media and participating in meetings.
- Contribute to the production and publication of public information material.
- Establish and maintain good working relationships and cooperation with peer project managers.
- Lead quarterly and annual planning of project activities.
- Build effective working relationships with the main national partner, key stakeholders, and UNDP teams.
- Lead the implementation of the Project M&E (Monitoring and Evaluation) Plan.
- Carry out monitoring visits to Project sites, collate results, analyze them, and formulate proposals for adaptive management.
- Implement the decisions and advice of the Project Board.
- Provide a report to each Project Board meeting.
- Assume the lead responsibility for the preparation and content of the annual Project Progress Report.
- Prepare quarterly and annual project plans and reports.
- Respond to requests for reports on Project management and performance.
- Identify, synthesize and document best practices and lessons learned.
Required Experience
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design or implementation of development projects.
- Demonstrated ability to set forecasts and refine/review them in the light of experience and further analysis.
- Experience in management of a medical or public health project.
- Experience working with clinical or public health laboratories, including familiarity with laboratory operations and quality management systems.
- Experience in procurement, supply, or maintenance of lab equipment and supplies.
Qualifications
Advanced University degree (master’s degree or equivalent) in Medicine, Public Health, Biology, Chemistry, Laboratory systems, or another related field is required, or A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
