Overview

The Chief of Unit, Risk Management and Compliance leads the unit's engagement with external oversight bodies and manages the mission's risk management framework. The role involves coordinating audit visits, reviewing responses to recommendations, and advising senior management on risk management integration.


Key Responsibilities
  • Oversees the preparation and implementation of the annual work plan of the Risk Management and Compliance Unit.
  • Acts as the primary point of contact on all matters relating to oversight bodies and the Audit Response Unit.
  • Oversees findings and recommendations of oversight bodies to identify material weaknesses.
  • Facilitates field visits of oversight bodies and the Audit Response Unit.
  • Coordinates initial arrangements for oversight assignments.
  • Arranges, attends, and takes notes at entrance/exit conferences and ensures agreed actions are taken.
  • Facilitates and coordinates matters arising during assignments between the Entity and oversight bodies.
  • Briefs auditors on accounting, financial control and reporting procedures.
  • Serves as a repository/custodian of all audit records.
  • Reviews formal responses to oversight bodies and advises on acceptance or rejection of recommendations.
  • Follows up on the implementation of various recommendations and provides status updates.
  • Identifies systemic and repeated issues and develops guidelines for mission self-assessment reviews.
  • Facilitates and monitors the timely submission of letters of representation.
  • Ensures the alignment of risk management with internal control measures.
  • Coordinates all activities related to managing risks with all Mission components.
  • Ensures that a risk register is developed and that a risk response plan is available.
  • Undertakes research on existing guidance and best practices materials for risk management.
  • Works closely with mission personnel to ensure ongoing dialogue regarding risk management.
  • Provides guidance on and introduce methodologies for collecting, collating and disseminating data relating to risk management planning.
  • Manages the regular 'Mission Risk Management Report'.
  • Researches into modern audit and risk management techniques and applies them.
  • Serves as the custodian of UNSOH Risk Register.
  • Coordinates and reviews closely with other stakeholders regarding Business Continuity Plans.
  • Collects and analyzes data to identify trends or patterns and provide insights.
  • Liaises with business units to collect and analyze data.
  • Compiles data and presents reports on key performance indicators under the delegation of authority framework.
  • Coordinates and prepares Statement of Internal Control.
  • Support to drafting of service level agreements.
  • Performs other duties as required.
Required Experience

A minimum of seven (7) years' progressively responsible in administration, auditing, finance, accounting, or related area is required. Relevant experience working in field operation of the United Nations common system, or a comparable international organization, is required. At least three (3) years' experience in formal risk or compliance management activities is required. At least three (3) years' experience in the management and reporting on key performance indicators is required. Two (2) years or more of experience in data analytics or related area is desirable.

Qualifications

Advanced university degree (Master's Degree or equivalent) in finance, accounting, business administration or related field. A first-level university degree with an additional two (2) years of relevant experience may be accepted in lieu of an advanced university degree.
