Overview
The Programme Officer - Disaster, Climate Mobility & Resilience (DCR) will manage, coordinate, and oversee the implementation and monitoring of regional programmes on climate mobility and IOM Indonesia's DCR programming. The role promotes evidence generation, policy dialogue, and regional engagement to integrate climate mobility considerations into governance mechanisms.
Key Responsibilities
- Oversee the development and implementation of regional programmes on climate mobility.
- Provide operational management, guidance, and technical supervision to staff.
- Establish and expand relationships with stakeholders in the climate mobility space.
- Identify priorities and coordinate the design and development of new projects.
- Ensure programmatic directions are communicated to international stakeholders.
- Monitor progress against strategic objectives and programme benchmarks.
- Guide, monitor, and follow up with staff in COs engaged in the programme.
- Provide technical inputs to climate resilience, humanitarian, and recovery initiatives.
- Support programme staff through technical guidance and capacity-building initiatives.
- Lead initial IOM disaster response deployments and early interventions.
- Assist in the development and strengthening of CO’s emergency preparedness measures.
- Perform other relevant duties as assigned.
Required Experience
- A minimum of three years international field experience in crisis or complex programming environments, preferably with regional experience (Asia and the Pacific) in the context of climate mobility and community resilience.
- Experience at an international level in management of programmes related to displacement and displacement drivers within the context of climate mobility, disaster and resilience-building events and initiatives.
- Extensive experience in donor engagement, as well as in liaising with governmental, diplomatic authorities, and international institutions.
- Experience in an international setting with the supervision, direction and motivation of staff, including staff training and development initiatives.
- Demonstrated experience in programme development, management, capacity building methodologies, and operational strategies.
Qualifications
Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or, Bachelor’s degree in the above fields with seven years of relevant professional experience.
