Overview
The Finance Assistant is responsible for effective and efficient bookkeeping, archiving, scanning of documents, staff working advance clearance, and supporting capacity risk review and assessment for the Afghan Red Crescent Society.
Key Responsibilities
- Assist in providing financial management services to the Afghanistan Country Delegation.
- Support the filing of monthly financial documents and digitally archive financial documents by scanning.
- Process staff working advances, monitor outstanding advances, and follow up for timely liquidation.
- Review advance clearance documentation for completeness, accuracy, and compliance.
- Reconcile staff advance accounts and resolve long-outstanding balances.
- Provide guidance to staff on advance utilization and settlement requirements.
- Work closely with ARCS to support CRRA implementation and provide training to ARCS finance staff.
- Support budget holders in financial planning and budget preparation under CRRA modality.
- Monitor CRRA related pledges and funding allocation, ensuring expenditure is within approved limits.
- Perform expenditure verification and validation as per Program Grant agreement terms.
- Process fund transfers on a timely manner.
- Ensure proper allocation of resources in alignment with identified risks mitigation measures.
- Serve as focal point for CRRA implementation and ensure CRRA-related expenditures comply with policies.
- Ensure payroll costs are correctly coded and posted in the financial system.
- Manage day-to-day treasury operations to ensure adequate cash availability.
- Review supporting documents for financial reports submitted by local staff.
- Act as a backup for the Finance Officer.
- Assist with closing the books of accounts at month-end.
Required Experience
3-4 years’ experience in Finance. Working with an international organization. Working with communication equipment.
Qualifications
University Degree or its equivalent in Financial Management. Basic accounting knowledge.
