Overview
Responsible for the implementation of the Rapid Response Mechanism (RRM) within a consortium led by NRC, focusing on the delivery of NRC's role in emergency response and cash-based projects.
Key Responsibilities
- Manage the RRM teams in Pemba and Mueda for emergency response.
- Line manage directly reporting staff, including performance management, recruitment, induction, and development.
- Contribute to the development of Country, Area, and Emergency strategies.
- Initiate and participate in the development of emergency and cash-based projects.
- Coordinate and manage emergency and cash-based project implementation (activities, budget, documentation).
- Implement technical direction and ensure high technical quality of projects.
- Provide regular progress reports to the Area Manager.
- Develop and manage project budgets and coordinate across Core Competencies.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and stakeholders.
- Promote the rights of Internally Displaced Persons (IDPs)/returnees.
- Ensure compliance with NRC policies, guidance, and procedures.
- Develop and implement the digital voucher response.
- Develop and implement a pool fund for emergency response within the consortia.
- Lead and be the focal point for the RRM OCU and report on NRC response in the consortia.
- Manage and lead capacity-building of the emergency team.
- Monitor context developments and displacements to inform alerts.
- Develop and update project management tools for emergency projects.
- Manage emergency project budgets, prepare and update spending plans, and propose amendments.
- Provide inputs to donor reports for emergency projects.
Required Experience
- At least 3 senior years in a humanitarian programming environment / in a senior level project management position;
- Previous working experience in implementing emergency programme cycle in complex, fragile, and volatile contexts;
- Knowledge and skills in cash-based programming and market analysis;
- Emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM) especially valuable experience from RRM mechanisms with localisation as part of the response.
