Overview
Assume overall responsibility for programme development and strategic vision in the country, promoting learning and a cost-conscious culture. Ensure effective and constructive communication between related functions and Area offices, and develop and ensure good partnership relations.
Key Responsibilities
- Line management responsibilities for directly reporting staff, including performance management, workforce planning, recruitment, staff induction and development, and Duty of Care.
- Provide programme input to Country Strategy and Plan of Action.
- Development of Core Competency strategies aligned to regional and global priorities.
- Development of holistic and needs-based programmes, including cash-based and market-based programmes.
- Identify funding opportunities, develop funding strategies and forecasts.
- Grants management, BPO allocations and reporting to donors, including compliance and quality control.
- In-country representation.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
- Ensure compliance and adherence to NRC policies, guidance and procedures.
- Ensure strategic programme development in line with region and global initiatives.
- Oversee advances in Innovation, Protection, Markets and Digital programming.
- Contribute to expanding Cash Based Programmes and increasing use of technology.
- Strengthen accountability to beneficiaries through M&E systems and feedback mechanisms.
- Facilitate initiatives for integrated programme analysis and response analysis.
- Oversee Project Cycle Management (PCM).
- Liaise with Area managers to explore and create synergies.
- Provide contextual programme analysis for reports.
- Ensure organisational learning and programme capacity building.
- Manage performance and staff development of the Programme department.
- Ensure donor relations are well managed and explore new donor opportunities.
- Ensure programme relevant advocacy priorities are identified and taken forward.
- Responsible for Core Competence programmatic input to risk management frameworks and contingency plans.
- Responsible for ensuring Safe Programming is integrated into programme design.
- Provide an enabling environment for cash-based interventions.
- Lead the development of a fundraising strategy and build strategic relationships with donors.
- Any other tasks as delegated by the line manager.
Required Experience
Minimum 8 years’ experience in the humanitarian sector, with at least 5 years in a senior management position in a humanitarian/ recovery context. Evident experience holding an international position. Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile. Experience in programme strategy development. Experience in Project Cycle Management. Experience in grants management. Experience in M&E management. Demonstrated knowledge of protection mainstreaming and Accountability to Affected Populations. Demonstrated experience in representation and advocacy. Knowledge of the context in East Africa Region-Advantageous. Experience in resource mobilisation and in particular working with private foundations, social enterprise, Embassies, EU, US donors and UN agencies. Proven experience of working in partnership with local and national actors from civil society and private sector. Empowering and building trust and community mobilization. Experience in Emergency and post emergency contexts. Experience with coordination mechanisms. Experience in advocacy work and influencing. Proven ability to work under stressful environment.
