Overview

The HR Business Officer role is responsible for developing and implementing workforce plans, providing expertise in job design and classification, and leading recruitment and selection processes to support organizational objectives.


Key Responsibilities
  • Develop and implement workforce plans aligned with client group objectives.
  • Provide expertise in job design and classification.
  • Advise on appropriate contract types and facilitate negotiation of special agreements.
  • Lead HR-related actions and advise on workforce plans.
  • Collaborate to identify, attract, and retain talent and support succession planning.
  • Lead and support recruitment and selection processes, ensuring diversity and representation.
  • Administer selection procedures and advise staff on relevant rules and regulations.
  • Serve as an HR Representative on selection panels.
  • Advise on entitlements and benefits, ensuring compliance with WHO policies.
  • Support performance management, career progression, and professional development.
  • Collaborate with HR Business Partners and counterparts to address HR matters.
  • Prepare HR analytics and workforce reports.
  • Support the development and enhancement of HR documentation and standard operating procedures.
  • Assist in the implementation of HR projects and initiatives.
  • Perform all other related duties as assigned.
Required Experience

At least five years of progressive experience with international exposure in human resources management with focus on talent management, or administrative law. Proven experience providing advice and guidance to senior management teams. Proven experience working with emergency. HR experience in the UN system and/or a multinational environment. Minimum of two years international experience in human resources management. Experience in handling sensitive and complex cases. Experience in country offices.

Qualifications

A first level university degree in human resources management, public or business administration, law, social sciences or other related fields. Master's degree in human resources management, public or business administration or law.

Remuneration
Annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1492 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
