Overview

To provide operational and analytical support for programme planning, budgeting, monitoring, reporting and data management activities within the Planning, Budgeting and Results Reporting (PBM) Unit. The incumbent supports Budget Centres in the implementation of Results-Based Management (RBM) processes and contributes to effective programme budget management.


Key Responsibilities
  • Support Budget Centres in programme planning, budgeting and workplan management.
  • Monitor budget implementation, resource utilization, and support budget adjustments.
  • Assist in position costing, award management and budget-related transactions in GSM, SPM and CEM.
  • Assist in the collection, review and consolidation of corporate reporting submissions.
  • Contribute to the preparation of planning, budget and performance reports.
  • Support Budget Centres in the use of SPM, CEM and GSM.
  • Maintain data quality and consistency across planning, budgeting and reporting systems.
  • Generate reports and provide system-related support for programme management processes.
  • Analyse programme, budget and performance data to support decision-making.
  • Develop dashboards, scorecards and analytical reports.
  • Identify trends, gaps and opportunities to improve programme budget performance.
  • Provide operational support for regional planning, budgeting, monitoring and reporting exercises.
  • Facilitate communication and follow-up with Budget Centres on programme management processes.
  • Support capacity-building and user support activities related to SPM, CEM, GSM and RBM.
  • Perform other related duties as assigned.
Required Experience

At least 10 years of progressively responsible experience in planning, budgeting, finance, monitoring, reporting, data management or business operations. Experience working with ERP or corporate management information systems. Experience in data analysis, report preparation and management information support. Experience working in WHO or another United Nations organization is desirable. Experience using SPM, CEM and GSM is desirable. Experience supporting RBM, programme budgeting, monitoring and reporting processes is desirable. Experience developing dashboards, scorecards or data visualization products is desirable.

Qualifications

Completion of secondary education is supplemented by training in business administration, finance, accounting, economics, statistics, information management or another related field. University degree or diploma in Business Administration, Finance, Accounting, Economics, Statistics, Data Analytics, Information Management or a related discipline is desirable.

Intermediate knowledge of Portuguese or any other UN official language.

Remuneration
annual net base salary starting at XAF 19,231,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
