Overview

The Human Rights Officer will lead and coordinate the monitoring of human rights and international humanitarian law implementation, and provide support for the United Nations Human Rights Due Diligence Policy.


Key Responsibilities
  • Lead and coordinate the monitoring of human rights and international humanitarian law implementation.
  • Coordinate and manage the collection, documentation, and quality control of evidence-based information on human rights.
  • Formulate recommendations and suggest strategies to promote and protect human rights.
  • Provide support to work with BINUH and other non-United Nations entities.
  • Plan, design, implement and evaluate strategies for the mainstreaming of human rights.
  • Contribute to advocacy strategies and advise relevant authorities on human rights protection.
  • Establish and maintain contact with national authorities, civil society, and UN Agencies.
  • Contribute to the integration of gender perspectives and women/girls' rights issues.
  • Facilitate cooperation and communication with OHCHR.
  • Represent HRDDP Unit in decision making fora.
  • Establish and maintain effective working relationships with other UN and non-UN actors.
  • Contribute to promote coordination among all human rights related mandates.
  • Analyse and synthesize significant amounts of information of relevance to human rights.
  • Reach out to various UN actors to collect and analyse information.
  • Assist in the development, coordination and implementation of the HRDDP Unit work plan.
  • Evaluate progress and suggest adjustments.
  • Provide support to the team leader in carrying out work coordination and administrative functions.
  • Train, coach and supervise new and junior staff.
  • Contribute to the coordination and conduct human rights monitoring activities.
  • Establish baseline data for monitoring the human rights situation.
  • Support the coordination, monitoring of and evaluates the legal system.
  • Support the planning, coordination and leads multidisciplinary teams in investigations.
  • Develop and coordinate initiatives to strengthen the response to human rights violations.
  • Draft, review and coordinate the timely delivery of reports, briefings and communications.
  • Ensure the integration of UN-developed methodology into human rights activities.
  • Support the design, coordination and evaluation of capacity-building efforts.
  • Design, deliver, coordinate and evaluate human rights training programmes.
  • Coordinate with other UN mission components and organizations to integrate human rights into their programmes.
  • Perform other related duties as required.
Required Experience

A minimum of seven years of progressively responsible experience in the human rights or related field is required. A minimum of five years of experience in human rights monitoring and reporting is required. Experience in human rights advocacy and/or in the design and management of, capacity building programmes and/or conducting human rights investigations is required. A minimum of three years of experience in a field operation of the United Nations Common System working directly with the United Nations Human Rights Due Diligence Policy, is required. A minimum of three years experience providing services in the field of human rights to or in a field operation of the United Nations Common System or a comparable international organization or non-governmental organization is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
