Overview

The Monitoring and Evaluation Specialist will lead the design, implementation, and continuous improvement of the project's Monitoring and Evaluation (M&E) System and Plan to ensure effective monitoring of project implementation and achievement of expected results.


Key Responsibilities
  • Lead the monitoring and evaluating project outputs, outcomes and impacts through data collection, analysis and reporting.
  • Design, validate and implement the project's Monitoring and Evaluation (M&E) Plan.
  • Support the monitoring and reporting of project budget implementation.
  • Manage and maintain the web-based Monitoring and Evaluation (M&E) system.
  • Support the Project Management Unit (PMU) during the Project Inception Phase.
  • Support the integration and maintenance of the project Logical Framework and relevant implementation information in the FAO Field Programme Management Information System (FPMIS).
  • Identify and implement early warning mechanisms for risks and continuous improvement.
  • Coordinate and support field monitoring missions.
  • Support the National Coordinator in preparation of monitoring data, performance analysis and documentation required for the Project’s Annual Performance Report (APR) and Semi-Annual Progress Reports.
  • Support the Communications Unit by providing data for the development of evidence-based communication products.
  • Prepare materials and participate in external audit processes, the Mid-Term Evaluation, and the Final Evaluation of the Project.
  • Coordinate actions related to project completion and closure.
  • Coordinate with FAO's M&E officers at regional and headquarters levels and ensure compliance with FAO corporate monitoring standards and protocols from PNG Government and GCF.
Required Experience
  • At least 5 years of relevant experience in monitoring and evaluation, results-based management, or performance monitoring of development projects, preferably donor-funded programmes.
  • Work experience in more than one location or area of work, particularly in field positions, is desirable.
  • Extent and relevance of experience in working with intergovernmental bodies and multidisciplinary teams.
  • Extent and relevance of experience in designing and implementing monitoring and evaluation systems for development programmes and projects.
  • Extent and relevance of experience in results-based management, including the development of logical frameworks, indicators and results frameworks.
  • Extent and relevance of experience in data collection, analysis, performance monitoring and preparation of donor reports, preferably for GCF, GEF, UN agencies or other international development partners.
  • Extent and relevance of experience in using statistical software (e.g. R, STATA, SPSS) and other data analysis and visualization tools (e.g. Power BI, Tableau, Excel) for monitoring, evaluation and reporting.
  • Extent and relevance of experience using monitoring information systems and project management platforms, including FPMIS or similar systems.
  • Experience working with GCF, GEF, UN or other international development projects is highly desirable.
  • Familiarity with climate change, REDD+, forestry, natural resource management or environmental programmes would be an asset.
  • Demonstrated experience in establishing and maintaining partnerships, including government institutions and agencies.
  • Demonstrated ability to formulate, draft and finalize clear technical and policy documents, guidelines and manuals, in English.
  • Demonstrated ability to analyse data, prepare technical reports, and communicate monitoring results to diverse stakeholders.
  • Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences.
Qualifications

University Degree in Economics, Environmental Science, Forestry, Natural Resource Management, Development Studies, Project Management, Monitoring and Evaluation, Statistics, or a related field.
