Overview

Individual consultant to develop a bottom-up costed action plan for Lao PDR's National Demographic Dividend Roadmap (2025-2030), focusing on development economics, activity-based costing, and public financial management.


Key Responsibilities
  • Formulate an Inception Report detailing the activity-based costing methodology.
  • Establish a standard protocol for data gaps using Proxy Costing and Reference Costing methodologies.
  • Conduct an on-site technical mission to lead unit-cost validation workshops with line ministry focal points.
  • Guide technical representatives through DDR Results Matrix tables to break down policy interventions into verifiable physical inputs for Health/SRHR, CEFM/GBV, Employment/underemployment, Social Protection, and Education/Skills.
  • Lead the consolidation of multi-sectoral inputs into a time-phased financial model.
  • Isolate the programmatic funding gap by cross-referencing DDR investment requirements against baseline ministry allocations.
  • Map costing baseline codes to support integration with monitoring platforms.
  • Guide the national team in compiling an executive policy presentation.
  • Format the final costed output into a clear "Revenue Packaging Pipeline" using Return on Investment (ROI) language.
Required Experience

Minimum of 7 years of progressive professional experience in programme costing, medium-term expenditure frameworks (MTEF), public financial management, or activity-based strategic planning within developing country contexts. Experience in the ASEAN region or Lower-Middle-Income settings is highly preferred. Demonstrated technical experience working with high-level government entities, specifically Ministries of Finance, National Statistics Offices, or central planning authorities. Proven track record in designing and facilitating multi-sectoral capacity development workshops and providing technical coaching to national counterparts. Deep functional understanding of population dynamics, demographic dividend pillars, and gender-responsive budgeting.

Qualifications

Advanced university degree (Master's or Ph.D.) in Development Economics, Health Economics, Public Finance, Social Policy, Statistics, or closely related fields.

High-level proficiency in spoken and written English, with a strong capacity to translate complex fiscal data into executive-level policy briefs. Excellent English speaking and writing skills, with high-level communication capacity for knowledge transfer.
