Overview
Formulate and articulate energy sector policy and strategies, engage in policy dialogue with developing member country governments, and conduct ADB's activities to support sector policy and reforms. Identify opportunities for energy transition and support the identification, development, processing, and implementation of energy sector projects.
Key Responsibilities
- Contribute to the development of policy and strategies in the energy sector for sustainable and low carbon development.
- Collaborate with other sector offices and departments in ADB to propose integrated solutions.
- Conduct policy dialogue with governments to develop and execute appropriate policies and undertake energy sector reforms.
- Contribute towards developing adequate legal frameworks, accountability, stakeholder engagement, and oversight mechanisms.
- Guide and lead the team's other energy specialists.
- Contribute to the preparation, processing, and administration of sub-regional and DMC specific loan, grant, and technical assistance (TAs) in the energy sector.
- Contribute to the development and design of new lending projects and programs in the energy sector.
- Provide inputs and comments on energy sector issues.
- Propose appropriate contract modalities and lead discussions on procurement issues.
- Coordinate with RDs, resident missions (RMs), Office of Safeguards (OSFG), and CCSD.
- Oversee/ensure quality and compliance of lending and non-lending products and operations.
- Ensure key technical, economic, financial, and cross-cutting issues are incorporated into projects.
- Identify priority areas in the energy sector, undertake upstream and analytical work, and propose modality and nature of required loans and TA support.
- Develop and maintain strategic partnerships with external partners.
- Respond to external inquiries.
- Contribute to internal and external training and conferences.
- Support reviewing and quality control of documents submitted to senior management and the board.
- Lead, supervise, and support reporting staff, including their performance and development.
- Ensure the ongoing learning and development of reporting staff.
- Mentor junior staff and support their learning and integration into SD1-ENE.
- Perform other duties as assigned.
Required Experience
At least 6 years of relevant professional experience in energy policy, regulation and projects, in both the public and private sectors with international experience working in several countries. Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
Qualifications
A University degree or equivalent in engineering, economics, finance or business administration, or related fields; preferably at post-graduate level or its equivalent.
