Overview
The Climate Action Portfolio Manager will coordinate climate action, including adaptation, mitigation, and resilience within the Climate, Environment, and Energy (CEE) Cluster, providing strategic advice and support to national partners.
Key Responsibilities
- Provide strategic advice on the identification and formulation of Climate Action interventions.
- Facilitate policy dialogue, technical advice, and needs assessment to national stakeholders.
- Support liaison with other UNDP country offices, regional hub, global teams, and other UN agencies and development partners.
- Ensure strategic alignment of climate action interventions with UNDP Country Programme Document (CPD), UN Sustainable Development Framework (UNSDCF), and other strategic documents.
- Provide senior level substantive support in operationalizing and implementing Climate Action interventions.
- Lead the conceptualization and instrumentalization for Climate Action interventions.
- Provide substantial inputs in designing Climate Action interventions.
- Consult on the development of working/action plans, monitor implementation, and deliver reporting.
- Substantially contribute to programme progress reports for donors and stakeholders.
- Control timely preparation and compilation of Programme/Projects’ Annual/Quarterly Work Plans and Progress/Final reports.
- Provide regular input to the UNDP corporate system Quantum for financial and program management.
- Oversee the management of GEF-funded projects.
- Provide strategic advice for Climate Action-related resource mobilization (RM).
- Facilitate the development of concept notes and project proposals.
- Promote partnership, cooperation, and coordination for common development action.
- Contribute to the development of a gender mainstreaming strategy and ensure its integration into programmatic activities.
- Support capacity and knowledge-building initiatives of national counterparts.
- Contribute to harnessing effective partnerships and competitive selection of partners.
- Promote joint programming and collaborate effectively in established frameworks for UN and other international coordination.
- Ensure proper coordination and information sharing with all international and national partners working in Climate Action.
- Identification and synthesis of best practices and lessons learned from projects.
Required Experience
A minimum of 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of progressive working experience in the design, management/implementation, monitoring and evaluation of development projects in environment and/or projects in the field of Climate Change, Natural Resources Management and/ or working in a relevant position similar to this post is required. At least 2 years of experience in managing teams; Proven experience in working with Government institutions and/or CSOs. Proven ability to draft, edit and produce written proposals and results-focused reports. Experience of working with the international organizations, high-level government officials representing central governmental bodies and/ or local administrations. Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Qualifications
Advanced University Degree (Master’s Degree or equivalent) in Environmental Studies/ Science/ Economics / Social Sciences / International Relations / Development Studies or related field is required. OR First level University degree (Bachelor’s Degree or equivalent) in the above fields with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Gender certification is an asset.
