Overview

The Senior Administrative Officer (P5) role is responsible for providing advice on management matters and overseeing administrative activities within the United Nations Support Office in Haiti (UNSOH). The position involves planning, coordinating, and monitoring work plans, strategies, and programmes for administrative functions.


Key Responsibilities
  • Acts as adviser on management matters pertaining to human resources, budgeting, financial and general administration.
  • Ensures development, preparation, coordination and monitoring of work plans, strategies and programmes for the administrative activities of the Mission and takes the lead in securing the required human and financial resources.
  • In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components.
  • Exercises budgetary and administrative control.
  • Takes the lead on the development and implementation of special projects, such as Security/Evacuation Plan, Welfare Activities, etc, as requested.
  • Provides advice and assists supervisors on areas of problem solving and dealing with ad-hoc issues that arise and undertakes tasks and special projects, such as Security/Evacuation Plan, welfare activities, etc. as requested.
  • Undertakes evaluation of support provided by the Mission Support Division to the various parts of the Mission.
  • Monitors implementation of Audit/Board of Inquiry recommendations.
  • Assists in the supervision of Air Safety matters in the Mission as well as coordination of Security operations in the Mission.
  • Liaises with the Offices of the Special Representative of the Secretary-General (SRSG), Deputy SRSG and Force Commander as well as Chiefs of Services and Sections on administrative issues/activities.
  • Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of Mission Support Division.
  • Represents the Mission Support Division at regular meetings with other UN Agencies.
  • Maintains direct liaison with the Resident and External Auditors.
  • Reviews all audit observations submitted and drafts appropriate responses in consultation with the Director of Mission Support.
  • Represents the Director of Mission Support in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate/ Chairperson of the Local Committee on Contracts.
  • Performs other duties, as assigned.
Required Experience

A minimum of ten (10) years of progressively responsible experience in administration, budget, finance, human resources, programme management or/and general management is required. Experience in handling complex organizational issues including at programmatic level is required. Experience with UN administrative/financial policies and practices is desirable. Relevant field experience is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting, human resources, programme management or related area is required. A first-level university degree in same areas, in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.
