Customs Training Consultant - HPMP Stage II (second tranche) in Ghana

Overview

The consultant will support the implementation of customs and enforcement activities for Ghana's Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) Stage II, focusing on controlling illegal trade in ozone-depleting substances.

Key Responsibilities

• Submit a detailed work plan and schedule for implementing all training workshops.
• Conduct five training workshops for 10 customs officer trainers on refrigerant identifiers.
• Develop and update training materials and manuals.
• Coordinate with relevant agencies for effective planning and logistics of training activities.
• Prepare detailed training and progress reports for each workshop.
• Submit a comprehensive final report summarizing the implementation of all training activities.

Required Experience

A minimum of five years of progressively responsible experience in environmental management, customs enforcement, engineering, environmental science, or a related field, preferably within the context of international environmental agreements is required. Practical experience in customs capacity building, enforcement of environmental regulations, border control procedures, or related compliance initiatives. Experience working with national customs authorities, enforcement agencies or ODS control systems is highly desirable. Experience in supporting the implementation of Montreal Protocol activities or national HCFC phase out strategies is an added advantage.

Qualifications

Master’s degree in engineering or environmental science or related area is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
