Overview
This assignment aims to assess the integration of gender equality and disability inclusion in humanitarian cash transfer programmes in Viet Nam. It will generate evidence-based recommendations and practical guidance to strengthen future deployments.
Key Responsibilities
- Review documentation on HCT programmes and global guidance on gender equality, disability inclusion, and humanitarian cash transfers.
- Prepare an inception report outlining the assessment framework, methodology, and workplan.
- Conduct field missions and consultations with stakeholders, including beneficiaries, government counterparts, and organizations of persons with disabilities.
- Analyze findings to identify barriers, risks, good practices, and opportunities for inclusive HCT programming.
- Develop actionable recommendations and practical guidance for future HCT programme design and implementation.
- Facilitate validation workshops and prepare draft and final analytical reports, including an executive summary and presentation.
Required Experience
- At least five years of relevant professional experience in research, assessment, evaluation or policy analysis related to social protection, humanitarian cash transfers, social policy, gender equality, disability inclusion or related fields.
- Demonstrated experience conducting qualitative or mixed-methods research, including stakeholder consultations, data analysis and report writing.
- Prolific experience in humanitarian cash transfer programming, shock-responsive social protection, social assistance or related areas.
Qualifications
Advanced university degree (Master’s degree or higher) in public policy, social policy, development studies, economics, gender studies, disability studies or another relevant social science field.
