Overview
The Project Manager will manage, coordinate, and develop effective project planning and implementation for the Strengthening PNG’s Parliament Project. The role aims to enhance the effectiveness of democratic governance institutions in Papua New Guinea.
Key Responsibilities
- Manage, coordinate, and develop effective project planning and implementation.
- Support strategic planning for the project and formulation of annual work plans.
- Manage and coordinate project implementation to ensure relevance, performance, and quality of outputs.
- Provide direction, guidance, and direct supervision to project personnel.
- Undertake technical review of project documents.
- Ensure all project interventions integrate a gender equality perspective.
- Ensure proper execution of administrative activities associated with project implementation.
- Identify opportunities for synergies with other projects.
- Develop strategic partnerships and cultivate strong relationships with stakeholders.
- Substantively contribute to project communications and visibility efforts.
- Make recommendations to the management team on activities with potential for scale-up.
- Provide support to implementing partners and act as a liaison between UNDP and partners.
- Support resource mobilization efforts and project development.
- Monitor and report on progress in implementing project activities and achieving targets.
- Provide advice on developing baselines and indicators for project monitoring and evaluation.
- Develop clear strategies and an effective system for data collection, verification, and reporting.
- Lead the implementation of project monitoring, evaluation, and results framework.
- Conduct field visits as required.
- Lead the development and conduct of mid-term and annual reviews, and end line assessment.
- Coordinate the conduct of independent evaluations.
- Organize project review and evaluation meetings.
- Follow up on the implementation of decisions, recommendations, and course corrections.
- Manage and monitor project risks.
- Coordinate the preparation of corporate, donor and government reports.
- Ensure provision of ad hoc reports and information requested by relevant entities.
- Ensure proper operational and financial closure of the project.
- Facilitate knowledge and capacity building, knowledge sharing, and advocacy.
- Identify capacity building needs and opportunities.
- Ensure appropriate training, project workshops and other relevant activities are organized.
- Ensure project reports capture results, lessons learned and good practices.
- Participate in and ensure sound contributions to knowledge networks and communities of practice.
- Support establishment of knowledge platforms for the project.
- Promote advocacy for UNDP’s work and opportunities for collaboration.
Required Experience
Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in project management with a focus on planning, monitoring, reporting, and stakeholder and team coordination in democratic governance, political institutions, or institutional capacity building. Experience in parliamentary development is an asset. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Desirable skills: Experience in coordinating or supporting the management of projects of similar scale and complexity. Experience in understanding of democratic governance, political institutions, and institutional capacity development. Experience supporting team coordination and working effectively within multi-cultural teams. Experience working at the country level, including in conflict or post-conflict settings.
Qualifications
Advanced university degree (master's degree or equivalent) in social policy, public policy, politics, economics, law, development studies or related area, or A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
