Overview
The Project Manager will lead the Project Management Unit (PMU) in Metro Manila, overseeing the implementation and monitoring of project activities aimed at reducing morbidity and mortality associated with cervical cancer and acute watery diarrhea in the Philippines.
Key Responsibilities
- Lead the preparation and updating of the project’s annual work plan, procurement plan and M&E plan.
- Manage project funds, maintain financial integrity, and ensure effective use of project resources.
- Provide quality and timely financial reports.
- Ensure delivery of outputs and contribution to outcomes through an effective implementation plan and close coordination with DOH, WHO, UNICEF and UNDP management and technical teams.
- Operational coordination through support to existing coordination mechanisms, propose modifications of the plan to respond to changes in the project context.
- Build and maintain an effective working relationship with key partners and stakeholders, especially with DOH, WHO and UNICEF, ensuring effective collaboration between UN agencies and other development partners.
- Develop and finalize Memorandum of Agreements, Responsible Party Agreements, or other relevant legal instruments with relevant entities.
- Work closely with the project team and stakeholders to ensure that the project outputs are delivered on time, meet set standards of quality, and are useful to stakeholders.
- Promote coordination, dialogue, and good practice knowledge sharing among stakeholders.
- Identify and collaborate with potential partners to leverage Project funds and results.
- Effective application of UNDP financial oversight through the Quantum enterprise management system.
- Work closely with CO programme and finance teams to ensure efficient and transparent use of project resources.
- Supervise staff members under the PMU and provide necessary guidance and coaching.
- Set performance parameters for staff members under the PMU, assess their performance, and provide feedback.
- Provide strategic direction and oversight in the development and implementation of the Monitoring, Evaluation, and Learning (MEL) Plan.
- Ensure timely and quality results reporting (monthly, quarterly, and annual).
- Use MEL insights to inform adaptive management, risk mitigation, and implementation planning.
- Promote accountability and learning across the project team and partners through regular reflection and learning reviews.
- Ensure the development, implementation, and monitoring of Project’s Advocacy and Strategic Communications Plan.
- Identification and synthesis of best practices and lessons learned directly linked to project goals.
- Sound contributions to knowledge networks and communities of practice.
- Perform other duties within their functional profile as deemed necessary.
Required Experience
- A minimum of five (5) years (with master’s degree) or seven (7) years (with Bachelor’s degree) of progressively responsible relevant experience in implementing, monitoring, and/or evaluating development programs and projects, managing the development and execution of policy and institutional reforms and innovations, coordinating development cooperation and collaboration of sectors, and other related work in public health or related sectors.
- At least three (3) years of demonstrated work experience and capacity in managing projects related to health systems, public health, or data analytics.
- At least three (3) years of demonstrated work experience on capacity building and implementing training programs.
- At least two (2) years of experience in budget advocacy and public financial management (PFM), particularly in the health sector or social sectors.
Qualifications
Advanced university degree (Master’s Degree or equivalent) in Public Health, Data Science, Statistics, Information Technology, Social Sciences, or a related field is required, or A first-level university degree (bachelor’s degree) in the fields mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
